Q: According to reports, the Chinese Consulate-General in Karachi, Pakistan has been attacked today. Can you offer some details on what happened exactly?

 

答：根據(jù)目前掌握的情況，北京時(shí)間今天中午12點(diǎn)左右，3名非法武裝分子試圖闖入中國(guó)駐卡拉奇總領(lǐng)館，被巴方警察發(fā)現(xiàn)。雙方發(fā)生交火，3名武裝分子被全部擊斃。巴方2名警衛(wèi)人員在交火中不幸犧牲。我駐卡拉奇總領(lǐng)館所有館員和家屬均安全。

A: According to the information at my hand by far, at around 12:00 a.m. Beijing time, three illegal militants were caught by Pakistani police when they attempted to break into the Chinese Consulate-General in Karachi. All the three militants were killed and two Pakistani security personnel lost their lives in the shootout. All the staff of the Chinese Consulate-General in Karachi and their families are safe.

Pakistani Prime Minister Imran Khan has sent condolences to the Chinese Consulate-General in Karachi.

 

中方強(qiáng)烈譴責(zé)任何針對(duì)外交領(lǐng)事機(jī)構(gòu)的暴力襲擊行為，已要求巴方采取切實(shí)措施，確保在巴中國(guó)公民和機(jī)構(gòu)的安全。同時(shí)，我們對(duì)在事件中殉職的巴方警衛(wèi)人員表示哀悼，對(duì)其家屬和受傷人員表示慰問(wèn)。

China strongly condemns any violent attacks against diplomatic and consular missions and has asked Pakistan to take concrete measures to ensure the safety of Chinese citizens and institutions in Pakistan. In the meantime, we mourn for the Pakistani security personnel who were killed in the line of duty and send condolences to the bereaved families and those injured.

A: As far as I know, the Pakistani side is conducting investigation into this incident.

 

問(wèn)：昨天，有記者問(wèn)及聯(lián)合國(guó)安理會(huì)成員國(guó)常駐代表訪(fǎng)問(wèn)團(tuán)訪(fǎng)華的情況，你初步作了介紹。今天能否介紹更多情況？

Q: Yesterday, you told us about the upcoming visit to China by a UN delegation comprised of permanent representatives of the Security Council members in your answer to a question raised by a journalist. Do you have more details on that?

 

答：中國(guó)作為聯(lián)合國(guó)安理會(huì)11月輪值主席，將邀請(qǐng)聯(lián)合國(guó)安理會(huì)全體成員國(guó)、候任成員國(guó)、聯(lián)合國(guó)維和行動(dòng)主要出兵國(guó)常駐聯(lián)合國(guó)代表及聯(lián)合國(guó)秘書(shū)處高官于11月25日至28日訪(fǎng)華。訪(fǎng)華期間，中國(guó)領(lǐng)導(dǎo)人將會(huì)見(jiàn)訪(fǎng)問(wèn)團(tuán)一行。訪(fǎng)問(wèn)團(tuán)將參觀中國(guó)維和待命部隊(duì)，赴廣東參觀。相信此次訪(fǎng)問(wèn)將有助于安理會(huì)成員國(guó)加深對(duì)中國(guó)發(fā)展道路和對(duì)外政策的了解，也會(huì)有利于中國(guó)各界更多了解聯(lián)合國(guó)和安理會(huì)，加強(qiáng)中國(guó)同安理會(huì)各成員國(guó)的團(tuán)結(jié)合作，讓安理會(huì)在國(guó)際事務(wù)中更好地發(fā)揮作用。

A: As the rotating Chair of the UN Security Council for November, China will invite the permanent representatives of all member states and the member states-elect of the UN Security Council, the main troop contributing countries of the UN peacekeeping operations and senior officials of the UN Secretariat to visit China from November 25 to 28. During the visit, Chinese leaders will meet with the delegation. The delegation will visit the China peacekeeping standby force and travel to Guangdong. It is believed that this visit will help the members of the Security Council to get a better understanding of China’s development path and foreign policy and help Chinese people from various sectors to know better about the UN and its Security Council. It is also conducive to strengthening solidarity and cooperation between China and other Security Council members and enabling the Security Council to play a better role in international affairs.

Q: Did the gunmen at any stage actually enter any part of the grounds of the Consulate? And also on Pakistan’s television, there are images being shown of black smoke rising from the Consulate. Do you know what that black smoke is?

A: According to what I have learned, the militants didn’t enter the compound of Chinese Consulate-General in Karachi. The shootout happened outside the Consulate-General.

Follow-up: So that black smoke would also possibly be outside and not inside the grounds of the Consulate? Is that right?

Q: Philippine Foreign Secretary said in an interview that the Philippine side was willing to disclose the contents of the Memorandum of Understanding (MOU) on Cooperation on Oil and Gas Development signed with China and would ask for China’s approval for doing that. Do you have any information concerning this and what are your reactions to the remarks of the Philippine side?

 

答：最近不少記者朋友關(guān)心這個(gè)問(wèn)題。 近日，習(xí)近平主席訪(fǎng)問(wèn)菲律賓期間，在兩國(guó)領(lǐng)導(dǎo)人共同見(jiàn)證下，中菲雙方簽署了政府間《關(guān)于油氣開(kāi)發(fā)合作的諒解備忘錄》。

A: Many of our journalist friends are very interested in this issue these two days. Recently, during President Xi Jinping’s visit to the Philippines, China and the Philippines signed the inter-governmental Memorandum of Understanding (MOU) on Cooperation on Oil and Gas Development as witnessed by the two heads of state.

 

開(kāi)展油氣開(kāi)發(fā)合作是中菲兩國(guó)領(lǐng)導(dǎo)人達(dá)成的重要共識(shí)，中菲間一直保持密切溝通。今年年初，雙方在中菲南海問(wèn)題雙邊磋商機(jī)制（BCM）下建立油氣事務(wù)工作組，多次就開(kāi)展海上油氣開(kāi)發(fā)合作坦誠(chéng)交換意見(jiàn)，雙方多層級(jí)就簽署相關(guān)合作文件深入探討。經(jīng)過(guò)溝通與協(xié)商，雙方就簽署中菲政府間有關(guān)諒解備忘錄達(dá)成合作意向，并最終在習(xí)近平主席訪(fǎng)菲時(shí)簽署。整個(gè)過(guò)程中，雙方展現(xiàn)了發(fā)展中菲友好、深化雙邊合作的務(wù)實(shí)態(tài)度和積極意愿，《諒解備忘錄》的簽署是雙方相互尊重、平等協(xié)商和彼此信任的例證。

The cooperation on oil and gas development is an important consensus reached by the Chinese and Philippine leaders. China and the Philippines have all along maintained close communication on this matter. Early this year, the two sides set up an oil and gas task force under the China-Philippines Bilateral Consultation Mechanism on the South China Sea (BCM), exchanged views on cooperation on maritime oil and gas development for several times and had in-depth exchanges on the signing of relevant cooperation document at various levels. After communication and negotiations, the two sides reached agreement on signing relevant inter-governmental MOU and successfully inked it when President Xi Jinping visited the Philippines. All through the process, the two sides demonstrated pragmatic attitude and positive will to develop China-Philippines friendship and deepen bilateral cooperation. The signing of the MOU is a testament to the mutual respect, equal-footed negotiation and mutual trust between China and the Philippines.

 

《諒解備忘錄》積極評(píng)價(jià)雙方根據(jù)《聯(lián)合國(guó)憲章》、1982年《聯(lián)合國(guó)海洋法公約》和2002年《南海各方行為宣言》等文件，在探討對(duì)話(huà)磋商和務(wù)實(shí)合作上取得的進(jìn)展，肯定雙方的共同努力為地區(qū)和平穩(wěn)定和發(fā)展作出重要貢獻(xiàn)，承諾將依據(jù)國(guó)際法，本著相互尊重、公平互利、靈活務(wù)實(shí)、協(xié)商一致的原則加快海上油氣開(kāi)發(fā)合作。

The MOU appraises the progress made by the two sides in exploring dialogue and consultation as well as practical cooperation in accordance with the UN Charter, the United Nations Convention on the Law of the Sea of 1982 and the 2002 Declaration of Conduct of Parties in the South China Sea, recognizes the important contributions the two sides have made to regional peace, stability and development through concerted efforts, and pledges to accelerate oil and gas development cooperation at sea with the principle of mutual respect, fairness and mutual benefit, flexibility and practical results and consensus and in line with international law.
