問(wèn)：據(jù)報(bào)道，11月24日，中方特別代表、國(guó)務(wù)委員兼外交部長(zhǎng)王毅同印方特別代表、國(guó)家安全顧問(wèn)多瓦爾在四川成都舉行中印邊界問(wèn)題特別代表第二十一次會(huì)晤。你能否介紹本次會(huì)晤情況及主要成果？

Q: According to reports, on November 24, Special Representative of China on the China-India Boundary Question and State Councilor and Foreign Minister Wang Yi and Special Representative of India and Indian National Security Adviser Shri Ajit Doval held the 21st Meeting of the Special Representatives of China and India on the Boundary Question in Chengdu, Sichuan. Could you give us more details on this meeting and its main outcomes?

 

答：11月24日，中印邊界問(wèn)題特別代表第二十一次會(huì)晤在四川成都舉行。這是習(xí)近平主席和莫迪總理武漢會(huì)晤后、也是王毅國(guó)務(wù)委員接任中方特代后的首次特代會(huì)晤。王毅國(guó)務(wù)委員同印度國(guó)家安全顧問(wèn)多瓦爾談得非常好，雙方就邊界問(wèn)題、雙邊關(guān)系和共同關(guān)心的國(guó)際地區(qū)問(wèn)題深入交換了意見。中方和印方分別發(fā)了消息稿，相信大家都已經(jīng)看到了。

A: The 21st Meeting of the Special Representatives of China and India on the Boundary Question was held in Chengdu, Sichuan on November 24. This is the first meeting of its kind since President Xi Jinping and Prime Minister Narendra Modi met in Wuhan and since State Councilor and Foreign Minister Wang Yi took up the post of the Special Representative. State Councilor Wang Yi had a very good talk with Indian National Security Adviser Doval, during which the two sides had an in-depth exchange of views on the boundary issue, bilateral relations and international and regional issues of mutual interest. China and India have issued the readouts respectively, which I believe you may have seen.

 

我想特別提醒大家注意的是，雙方在會(huì)晤中對(duì)推進(jìn)邊界談判、維護(hù)邊境地區(qū)和平穩(wěn)定以及促進(jìn)邊境地區(qū)合作等均提出一系列具有前瞻性和可操作性的意見和建議。應(yīng)該說(shuō)，雙方在許多領(lǐng)域的想法和思路是大體一致的。

In particular, I would like to draw your attention to the fact that the two sides put forward a host of forward-looking and workable proposals and suggestions on advancing boundary talks, upholding peace and stability and promoting cooperation in the border areas during the meeting. It is fair to say that the two sides in general shared similar views and thinking in many areas.

 

雙方同意授權(quán)中印邊境事務(wù)磋商和協(xié)調(diào)工作機(jī)制啟動(dòng)“早期收獲”磋商，梳理雙方提出的相關(guān)建議，創(chuàng)造性地開展工作，對(duì)特代磋商中初步達(dá)成共識(shí)的領(lǐng)域和事項(xiàng)進(jìn)行系統(tǒng)研究，盡快找出解決措施和方案，形成具體成果，為最終解決邊界問(wèn)題不斷創(chuàng)造和積累有利條件。

The two sides agreed to entrust the Working Mechanism of Consultation and Coordination on China-India Border Affairs to start the consultation for early harvest, review the relevant suggestions made by the two sides, work in a creative way and conduct systematic study regarding the areas and items on which initial agreements were reached during the Special Representatives’ Meeting, seek out measures and proposals at an early date, form concrete outcomes, and create and build enabling conditions for the final settlement of the boundary question.

 

問(wèn)：據(jù)報(bào)道，歐盟25日在比利時(shí)布魯塞爾召開特別峰會(huì)，通過(guò)英國(guó)脫歐協(xié)議草案。中方對(duì)此有何評(píng)論？

Q: It is reported that on November 25, at a special summit in Brussels, Belgium, the European Union endorsed the draft deal on the UK’s departure from the bloc. What is your comment?

 

答：中方高度關(guān)注英國(guó)脫歐問(wèn)題，注意到歐盟上周日召開了英國(guó)脫歐問(wèn)題特別峰會(huì)，批準(zhǔn)通過(guò)英國(guó)脫歐協(xié)議和未來(lái)英歐關(guān)系政治宣言。歐盟和英國(guó)都是中國(guó)的全面戰(zhàn)略伙伴。繁榮、穩(wěn)定、開放的歐洲和英國(guó)符合各方利益。中方希望英歐雙方最終就脫歐問(wèn)題達(dá)成共識(shí)。中方推動(dòng)中歐、中英關(guān)系并行發(fā)展的既定政策不會(huì)改變，愿同歐方、英方一道，為世界和平、穩(wěn)定與繁榮作出新貢獻(xiàn)。

A: The Chinese side has been closely following the UK’s withdrawal from the EU. We have noted that on Sunday, the EU held a special summit, during which the agreement on the UK’s withdrawal from the EU and the political declaration on the future relationship between the EU and the UK were approved. Both the EU and the UK are China’s comprehensive strategic partners. When the EU and Britain remain prosperous, stable and open Europe and Britain, all parties stand to benefit. China hopes that the UK and the EU can reach a final agreement on Brexit. China’s policy on developing the China-EU and China-UK relations in parallel will remain unchanged. We stand ready to work with the EU and the UK to make new contributions to the peace, stability and prosperity of the world.

 

問(wèn)：據(jù)俄羅斯聯(lián)邦安全部門消息，三艘烏克蘭軍艦周日上午進(jìn)入黑海的俄羅斯水域。俄軍武裝逼停了上述軍艦并將其扣押。中方對(duì)此有何評(píng)論？

Q: According to the Russian Federal Security Service, three Ukrainian naval ships reached the Russian border on Sunday morning in the Black Sea. Russian forces used weapons to force the three Ukrainian ships to stop and then they were seized. Do you have any comment on this?

 

答：我們注意到有關(guān)報(bào)道。中方呼吁有關(guān)各方保持克制，防止事態(tài)升級(jí)，并通過(guò)對(duì)話協(xié)商方式，妥善解決分歧。

A: We have noted relevant reports. The Chinese side calls upon all relevant parties to exercise restraint, avoid the escalation of the situation and properly resolve differences through dialogue and consultations.

 

問(wèn)：英國(guó)人Peter Humphrey要求英國(guó)電信局取消央視在英國(guó)的播出權(quán)，理由是央視協(xié)助播放了他被強(qiáng)制認(rèn)罪和扣押的視頻。中方對(duì)此有何評(píng)論？

Q: A British named Peter Humphrey has asked the UK Office of Communications (Ofcom) to revoke the CCTV’s broadcasting license for helping stage allegedly forced confession and jailing in China. What is your comment on this?

 

答：中國(guó)是法治國(guó)家。中國(guó)司法機(jī)關(guān)依法辦案，依法保障外國(guó)人在中國(guó)的合法權(quán)利。你剛才提到的英國(guó)人韓飛龍，在刑罰執(zhí)行期間已認(rèn)罪悔罪，已經(jīng)于2015年6月9日被釋放。

A: China is a country ruled by law. The Chinese judicial departments handle cases and safeguard the legal rights of foreigners in China in accordance with the law. The British citizen Peter Humphrey you mentioned already pleaded guilty and showed repentance when he served the sentence, and he was released on June 9, 2015.

As to the CCTV’s operation in the UK you asked about, to give you a principled response, we believe that news agencies serve as a bridge and bond that promote mutual understanding and friendly exchanges between people of different countries and we hope the UK side will support and facilitate the normal reporting work by foreign media in the UK.

 

問(wèn)：近期，科索沃局勢(shì)有所升溫?？扑魑志揭哉{(diào)查年初塞族領(lǐng)袖遇刺事件為由在科索沃北部塞族聚居的米特羅維察市逮捕部分塞族居民。此前，科索沃對(duì)所有進(jìn)口自塞爾維亞、波黑的商品征收100%關(guān)稅的決定也引發(fā)有關(guān)方面的不滿。中方對(duì)此有何評(píng)論？

Q: Recently, tensions rose in Kosovo after police arrested some Serbs in the Serb-dominated northern town of Mitrovica on the ground of investigating the killing of a Serb leader earlier this year. Before this, the decision made by Kosovo to levy 100% tariffs on all imports from Serbia and Bosnia and Herzegovina has also aroused discontent from relevant parties. What is your comment?

 

答：中方注意到有關(guān)情況。我們一貫認(rèn)為，在聯(lián)合國(guó)安理會(huì)相關(guān)決議框架內(nèi)，由當(dāng)事方通過(guò)對(duì)話達(dá)成彼此均可接受的方案，是解決科索沃問(wèn)題的最佳途徑。有關(guān)方面應(yīng)避免采取任何可能導(dǎo)致局勢(shì)復(fù)雜、升級(jí)的言行，繼續(xù)開展務(wù)實(shí)和建設(shè)性對(duì)話，積極尋求科索沃問(wèn)題的持久解決方案。

A: The Chinese side has taken note of the relevant situation. We always believe that the best way to resolve the Kosovo issue is seeking a solution mutually acceptable to the parties concerned through dialogue within the framework of the relevant resolutions of the UN Security Council. The relevant parties should avoid saying or doing anything that may complicate and escalate the situation. Instead, they should continue with practical and constructive dialogue to actively seek a lasting solution to the Kosovo issue.

Q: There are certain interesting phrases concerning the talks of the Special Representatives on both sides. The Indian press release said that the two sides have decided to “intensify efforts” for a solution. The Chinese press release also talked about “advancing” the process. You used today the word “early harvest” for a particular solution to emerge. Are the two countries expediting efforts to reach a solution to this border dispute?

 

答：11月24號(hào)中印邊界問(wèn)題特代會(huì)晤在成都舉行，中印雙方都發(fā)了消息，我剛才也回答了問(wèn)題。

A: On November 24, the 21st Meeting of the Special Representatives of China and India on the Boundary Question was held in Chengdu. Both China and India have released the readouts on that and I also answered a related question just now.

 

我想指出的是，這次會(huì)晤是王毅國(guó)務(wù)委員接任特代這一職務(wù)之后雙方舉行的首次會(huì)晤。會(huì)晤的氣氛很好，雙方談得也非常好，達(dá)成了很多具有前瞻性和建設(shè)性的成果。剛才我也介紹了，雙方將就早期收獲進(jìn)行進(jìn)一步磋商。

I want to point out that this meeting is the first one since State Councilor Wang Yi took up the post of the Special Representative. The meeting was held in a cordial atmosphere and our two sides had a very good exchange of views and reached many future-oriented and constructive outcomes. As I just said, our two sides will hold further consultations on the early harvest.

 

我這里要強(qiáng)調(diào)的是，今年中印兩國(guó)領(lǐng)導(dǎo)人武漢會(huì)晤以來(lái)，中印關(guān)系取得了全面的、積極的進(jìn)展，進(jìn)入了新的發(fā)展階段。在當(dāng)前的國(guó)際形勢(shì)下，中印關(guān)系的戰(zhàn)略意義更加突出，雙方將會(huì)按照兩國(guó)領(lǐng)導(dǎo)人達(dá)成的重要共識(shí)，加強(qiáng)戰(zhàn)略溝通，增進(jìn)政治互信，推動(dòng)各領(lǐng)域的合作。同時(shí)也會(huì)共同推進(jìn)邊界問(wèn)題解決進(jìn)程，維護(hù)邊境地區(qū)的和平與安寧。

Here I want to stress that since the meeting of the two leaders in Wuhan this year, the China-India relations have achieved positive progress in an all-round way, thus entering a new stage of development. Under the current international situation, the strategic significance of our bilateral ties becomes more prominent. Our two sides will act on the important consensus reached by the two leaders to strengthen strategic communication, increase political mutual trust and advance cooperation across the board. Meanwhile, we will jointly move forward the settlement process of the boundary question and uphold peace and tranquility of the border areas.
