趙立堅：針對個別國家企圖離間中俄關(guān)系的行徑，拉夫羅夫外長已經(jīng)多次明確表示反對，嚴(yán)厲批駁這種違背國際關(guān)系基本準(zhǔn)則、有失大國風(fēng)范的挑撥行徑。某些國家試圖在中俄之間無中生有、制造矛盾，這就是它應(yīng)有的下場。中方完全贊同俄方的正義立場。

Zhao Lijian: Responding to a certain country’s attempt to drive a wedge between China and Russia, Foreign Minister Lavrov has expressed his explicit opposition on multiple occasions and criticized such discord-sowing behavior that violates basic norms of international relations and is beneath a major power. Some countries want to stir up problems when there are none between China and Russia, and this is where they will end up. China fully agrees with the Russian position.

Zhao Lijian: China and the Philippines have reached consensus on joint exploration of oil and gas resources in the South China Sea and set up relevant consultation and cooperation mechanisms. We hope the two sides will work together for new progress in the joint exploration.

趙立堅：孔子學(xué)院是幫助各國人民學(xué)習(xí)中文、了解中國、加強中國與各國人文交流的橋梁和紐帶。長期以來，美國孔子學(xué)院都是大學(xué)自愿申請，中美大學(xué)本著“相互尊重、友好協(xié)商、平等互利”的原則合作成立的，其運作管理公開透明，嚴(yán)格遵守當(dāng)?shù)胤?，恪守大學(xué)各項規(guī)范，為促進中美人文交流做出了積極貢獻，受到所在大學(xué)和美國人民的廣泛歡迎。

Zhao Lijian: Confucius Institutes serve as a bridge for people around the world to learn the Chinese language, understand China, and strengthen people-to-people and cultural exchanges between China and other countries. Confucius Institutes in the U.S. are established based on voluntary applications from U.S. universities under the principles of mutual respect, friendly consultations, equality and mutual benefit. They follow open and transparent operation and management models, strictly abide by local laws and various rules and regulations of the universities. They have made immense contributions to promoting people-to-people and cultural exchanges between China and the United States, thus widely welcomed by the U.S. universities and the American people.

 

蓬佩奧等美國一些政客出于意識形態(tài)偏見和一己政治私利，誣蔑抹黑孔子學(xué)院，干擾其在美正常運作，蓄意破壞中美人文和教育交流合作，嚴(yán)重違背兩國民意，必將遭到美國有識之士的堅決抵制。

Out of ideological bias and political expediency, Some U.S. politicians, such as Pompeo, deliberately undermined the cultural and educational exchanges and cooperation between China and the United States by discrediting Confucius Institutes and interfering with their normal operations. This goes against the public opinion of the two countries and will definitely be rejected by the righteous people in the United States.

 

美方個別政客應(yīng)摒棄冷戰(zhàn)零和博弈思維，立即糾正錯誤，停止將有關(guān)教育交流項目政治化，停止干擾中美間正常人文交流，停止損害中美之間的互信與合作。

These U.S. politicians need to abandon the Cold War zero-sum mentality, immediately correct mistakes, stop politicizing educational exchanges programs, stop interfering with normal people-to-people and cultural exchanges, and stop undermining mutual trust and cooperation between China and the United States.

 

我還要補充一句，如果美方這樣做，中方保留進一步做出反應(yīng)的權(quán)利。

One more thing to add: if the United States refuses to do so, the Chinese side reserves further rights to react.

 

香港中評社記者：據(jù)報道，美國國務(wù)卿蓬佩奧15日接受采訪稱，中國共產(chǎn)黨已經(jīng)為釋放新冠病毒付出代價，但他們至今沒有讓我們找出病毒真正來源。中方有何評論？

趙立堅：中國有句話，“睜著眼睛說瞎話”。說的就是以“撒謊、欺騙、偷竊”為榮耀的美國個別政客。這些人旨在把自身抗疫不力的黑鍋歸咎中國，抹黑污蔑中國、服務(wù)一己政治私利。

Zhao Lijian: The expression “l(fā)ying through one’s teeth” is a perfect fit for certain US politicians who see the American glory in “l(fā)ying, cheating and stealing”. They try to blame China for their poor epidemic response and to discredit China in the service of their political gains.

 

中方已多次用時間線等鐵一般的事實介紹中國抗疫經(jīng)緯。我也可以跟大家介紹些最新的情況：近日，中國青島出現(xiàn)新冠病毒肺炎無癥狀感染者后，立即組織開展大規(guī)模流調(diào)排查和分類檢測，果斷啟動全員核酸檢測。截至10月16日6時，已經(jīng)完成近1075萬份核酸檢測采樣，約占青島1100萬總?cè)丝诘?8%。包括CNN、《紐約時報》等美媒在內(nèi)的中外媒體都有報道，建議蓬佩奧先生好好看一看。

China has given a thorough account of its epidemic response with solid facts and a clear timeline. I can give you some updates here. Recently, after asymptomatic cases were reported in Qingdao, efforts were made immediately to conduct mass epidemiological screening and testing for all. As of 6 a.m. October 16, 10.75 million nucleic acid testing samples have been collected, which is about 98 percent of the city’s entire population of 11 million. Chinese and foreign media like CNN and New York Times have covered this. I suggest that Mr. Pompeo pay attention to those reports.

 

我們將繼續(xù)毫不放松抓好常態(tài)化疫情防控，決不讓來之不易的疫情防控成果前功盡棄。反觀美國個別政客，他們把一手好牌打得稀巴爛。他們應(yīng)對疫情的表現(xiàn)，美國人民和國際社會都看在眼里。他們應(yīng)該明白，尊重科學(xué)、尊重事實才是拯救美國人民生命、戰(zhàn)勝疫情的唯一辦法。

Zhao Lijian: I have taken note of the report. So far, nearly 26,000 enterprises from more than 200 countries and regions have participated in the Canton Fair, and the number of online exhibits has exceeded 2.4 million. The Canton Fair is an important platform for China’s opening-up to the outside world and international trade. It has been held uninterrupted since its inception 63 years ago, and has effectively promoted the economic and trade exchanges between China and other countries and contributed to the building of an open world economy. We wish and believe that this Canton Fair will achieve great success.

 

這幾天，國際社會紛紛把目光聚焦于中國廣東，特別是深圳。昨天我已回答了深圳衛(wèi)視記者有關(guān)提問。今天我愿和大家分享一組“深圳數(shù)據(jù)”：深圳地區(qū)生產(chǎn)總值從1980年的2.7億元人民幣增至2019年的2.7萬億元人民幣，年均增長20.7%。這一速度是全國平均速度的兩倍多，意味著深圳經(jīng)濟每三年半就翻一番。深圳外貿(mào)進出口總額由1980年的0.18億美元躍升至2019年的4315億美元，年均增長26.1%。深圳人均GDP已超20萬元人民幣。深圳用40年走過了國外一些國際化大都市上百年走完的歷程，這是世界發(fā)展史上的奇跡。

In recent days, Guangdong, especially Shenzhen, has drawn the spotlight of the international community. Yesterday I answered a question from Shenzhen TV. Today, I would like to share with you more data about Shenzhen: the gross domestic product of Shenzhen increased from 270 million yuan in 1980 to 2.7 trillion yuan in 2019, an annual increase rate of 20.7% on average, which is more than double the average growth rate nationwide. It also means that Shenzhen doubles its economic volume every 3.5 years. The total volume of foreign trade jumped from 18 million US dollars in 1980 to 431.5 billion US dollars in 2019, an average annual growth rate of 26.1 percent. GDP per capita exceeded 200,000 yuan. Over a period of 40 years, Shenzhen has managed to traverse the course that took some international metropolis hundreds of years to complete, which can be said as a development miracle in the world history.

 

最后我想說，中國改革不會停頓，開放不會止步。中國對外開放的大門只會越開越大。我們將繼續(xù)堅定不移奉行互利共贏的開放戰(zhàn)略，同世界各國一道，在開放中擴大共同利益，在合作中實現(xiàn)機遇共享，推動建設(shè)開放型世界經(jīng)濟，構(gòu)建人類命運共同體。

Zhao Lijian: I’m not aware of that and refer you to the competent authorities.

 

法新社記者：近期，中國駐加拿大大使表示，如果加方真正關(guān)心30萬在港加拿大公民的健康與安全，加方就不應(yīng)該給香港抗議者提供庇護。這一表態(tài)被外界視為中方發(fā)出的威脅。你對此有何評論？

AFP: Recently the Chinese envoy to Canada suggested that if Canada really cares about the health and safety of 300,000 Canadians in Hong Kong, it should not grant asylum to Hong Kong protesters. It’s been widely interpreted as a threat. What’s your comment on this?

 

趙立堅：中國駐加拿大大使表明了中方在涉港問題上的正義立場，這無可非議。如果有人對此有錯誤解讀，你應(yīng)該去問問他們到底為什么這么想，他們是不是別有用心。

Zhao Lijian: The Chinese ambassador to Canada made clear our just position on issues relating to Hong Kong. It is beyond reproach. If anyone is misinterpreting this, then you should ask for the reason and find out if there are ulterior motives involved.

 

《北京青年報》記者：我們注意到，巴布亞新幾內(nèi)亞等太平洋島國在新冠肺炎疫情沖擊下有其特殊脆弱性。據(jù)報道，中國政府日前向巴布亞新幾內(nèi)亞捐贈了15臺呼吸機。中國采取了哪些舉措幫助太平洋島國抗擊疫情？
