The 7th ministerial meeting of the China-Arab States Cooperation Forum (CASCF) will be held in Doha, Qatar on May 12. At the invitation of Foreign Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani of the State of Qatar, Foreign Minister Wang Yi will lead a delegation to the meeting and pay an official visit to Qatar.

中國—阿拉伯國家合作論壇第七屆部長級會議將于5月12日在卡塔爾多哈舉行。應(yīng)卡塔爾國外交大臣穆罕默德邀請,外交部長王毅將率團(tuán)出席會議并對卡塔爾進(jìn)行正式訪問。

At the invitation of Foreign Minister Khemaies Jhinaoui of the Republic of Tunisia, Foreign Minister Wang Yi will pay an official visit to Tunisia on May 13 and 14.

Q: Last week, there was a protest in Myanmar against a Chinese-funded copper mine project. Is China concerned that there will be more protests like this in the future? Has China asked the government of Myanmar to do more to protect the interests of foreign enterprises, including Chinese enterprises, in Myanmar?

問:上周,緬甸發(fā)生針對中資企業(yè)銅礦項目的抗議事件,中方是否擔(dān)心發(fā)生更多的類似事件?是否要求緬甸政府采取更多措施保護(hù)包括中國企業(yè)在內(nèi)的外國企業(yè)在緬利益?

A: You may have noticed that Foreign Minister Wang Yi paid an official visit to Myanmar upon invitation when its new government was just formed. During the visit, the two sides had in-depth discussions on conducting more extensive and mutually beneficial cooperation under the new circumstances. We are fully confident of carrying on with the win-win cooperation with Myanmar.

答:可能你也注意到,緬甸新政府成立伊始,外交部長王毅就應(yīng)邀對緬甸進(jìn)行了正式訪問。訪問中,雙方就中緬在新形勢下開展更廣泛、有利于中緬兩國和兩國人民的合作進(jìn)行了深入探討。我們對中緬之間繼續(xù)開展互利合作充滿信心。

As for your specific question, China and Myanmar are neighbors enjoying traditional friendship. Mutually beneficial cooperation serves the interests of the two countries. Our government has been asking overseas Chinese enterprises to abide by local laws and regulations, and fulfill social responsibilities and obligations, including environmental protection. We will work with the Myanmar side to carry out these mutually beneficial cooperation projects so as to promote local economic and social development and better benefit the two countries and peoples.

Q: Could you give us more details on this CASCF meeting? What is China's expectation for this meeting?

問:你能否介紹此次中阿合作論壇部長級會議的有關(guān)情況?中方對此次會議有何期待?

A: This year marks the 60th anniversary of the inauguration of diplomatic ties between China and Arab States. President Xi Jinping visited Saudi Arabia, Egypt and the Headquarters of the Arab League at the beginning of this year, which elevated China-Arab States relations and fully reflected China's emphasis on and expectation for growing ties with the Arab States. The 7th ministerial meeting of the CASCF, as the first high-level political dialogue between the two sides since President Xi Jinping's visit, is of great importance to implementing the outcomes of President Xi Jinping's visit, enhancing dialogue and cooperation, and improving the Forum.

答:今年是中阿開啟外交關(guān)系60周年。大家也知道,今年年初,習(xí)近平主席訪問了沙特、埃及等阿拉伯國家和阿盟總部,有力提升了中阿關(guān)系整體水平,也體現(xiàn)了中國政府對發(fā)展同阿拉伯國家關(guān)系的重視與期待。中阿合作論壇第七屆部長級會議是習(xí)主席訪問中東后中國同阿拉伯國家和阿盟之間舉行的首次高級別政治對話,對落實訪問成果、加強(qiáng)對話合作、完善論壇建設(shè)具有重要意義。

Foreign Minister Wang Yi, foreign ministers of the Arab States and Secretary General of the Arab League will focus on the subject of building the Belt and Road together and strengthening China-Arab States strategic cooperation, have an extensive and in-depth exchange of views on international and regional issues of common interest, formulate a road-map for the implementation of the outcomes of President Xi's visit, and chart the course for the Forum's development and collective cooperative in the next two years. China sincerely hopes that this meeting could be an opportunity for China and Arab States to elevate their strategic cooperative relations in the new era.

王毅外長這次出席會議期間將同阿拉伯各國外長和阿盟秘書長一道,圍繞“共建‘一帶一路’,深化中阿戰(zhàn)略合作”這個重要議題,同時就雙方共同關(guān)心的國際和地區(qū)問題深入、廣泛交換意見,制定落實習(xí)主席訪問成果的具體路線圖,同時規(guī)劃好未來兩年論壇發(fā)展和集體合作藍(lán)圖。我們真誠希望能以本次會議為契機(jī),與阿拉伯國家共同努力,推動新時期中阿戰(zhàn)略合作關(guān)系邁上新臺階。

Q: Some said that China is a big country wielding strong power. The Philippines is nowhere near China in terms of state power, and it does not stand a chance of resolving territorial and maritime demarcation disputes with China through bilateral negotiations. That is why it resorted to arbitration. What is your comment?

問:有評論認(rèn)為,中國國大力強(qiáng),菲律賓與中國實力相差懸殊,菲方根本無法通過雙邊談判與中方解決領(lǐng)土和海洋劃界爭議,因此才提起仲裁。中方對此有何評論?

A: These comments show no regard for facts and call white black. They are reminiscent of a theory called the Original Sin of Major Powers. It is just another attempt to smear China with ulterior motives. Behind all these lurks the logic of "major countries are bound to seek hegemony" and "measuring others' corn by one's own bushel".

答:這種說法純粹是罔顧事實、顛倒黑白,并且讓人想起所謂的“大國原罪論”,顯然是個別別有用心者企圖抹黑中國的一種說辭,其背后是國強(qiáng)必霸和以己度人的邏輯作祟。

I want to stress that China is committed to the path of peaceful development, a defense policy that is defensive in nature and a neighborhood diplomacy that treats neighbors as friends and partners. We have long been engaging in dialogues, consultations and negotiations to peacefully resolve relevant disputes. This commitment is determined by the peace-loving genes flowing in the veins of the Chinese people. Since the establishment of the new China, bearing in mind this commitment, China has surveyed and demarcated more than 20,000 km boundary lines with 12 out of its 14 land neighbors, covering over 90% of China's entire land border. The survey and demarcation were done based on historical facts and basic norms of international law through bilateral consultation and negotiation. Moreover, China and Vietnam have clarified the maritime boundary of Beibu Bay through negotiation and consultation.

我想強(qiáng)調(diào),中國堅持走和平發(fā)展道路,堅持防御性的國防政策,堅持“與鄰為善、以鄰為伴”的周邊外交政策,長期以來我們也一直堅持通過對話、協(xié)商、談判,以和平方式解決有關(guān)爭議。這一政策實際上是由中國人民血液中流淌著的愛好和平基因所決定的。也正是得益于這一政策,新中國成立以來,中國已經(jīng)同14個陸地鄰國中的12個在尊重歷史事實和國際法基本準(zhǔn)則的基礎(chǔ)上,通過雙邊磋商與談判,劃定和勘定了共同邊界,劃定和勘定的邊界線長度達(dá)兩萬多公里,占中國整個陸地邊界的90%以上。此外,中國和越南通過談判協(xié)商劃定了兩國在北部灣的海洋邊界。

I also want to add that as a major country in the region, China knows full well the significance of preserving regional peace and stability and the responsibility on its shoulder. China has never lost sight of the larger picture and has been dealing with the South China Sea issue in a constructive and responsible way. The door for negotiation and consultation is always open. It is the Philippines who has abandoned bilateral agreements and showed no sincerity for settling the matter with China through negotiation and consultation. Dressed up as a victim, the Philippines keeps acting provocatively, stirring up troubles, aggravating tensions, and undermining regional peace and stability. China will never bully small countries, but we will in no way tolerate small country making up excuses and hurting China's interests.

我還想說,作為地區(qū)大國,中國深知維護(hù)地區(qū)和平穩(wěn)定的重要意義和自身責(zé)任擔(dān)當(dāng)。長期以來,中方從大局出發(fā),始終以建設(shè)性的態(tài)度、負(fù)責(zé)任地處理南海問題,談判協(xié)商的大門始終是敞開的。反觀菲律賓,則置中菲共識于不顧,缺乏與中方談判協(xié)商解決問題的誠意,反而在南海假扮“受害者”的形象,不斷挑釁,挑起事端,激化矛盾,惡化地區(qū)和平穩(wěn)定。中國不會“以大欺小”,但我們也不會縱容和允許個別國家通過邪門歪道“以小訛大”。

Q: Former US Secretary of Defense Hague said that failure to observe the ruling of the South China Sea arbitral tribunal by either party of China or the Philippines will be a dangerous beginning. What is your response?

問:據(jù)報道,美國前國防部長哈格爾日前稱,若菲律賓與中國任何一方不遵守南海仲裁庭仲裁結(jié)果,將會是“危險的開端”。中方對此有何回應(yīng)?

A: China will not accept nor participate in the South China Sea arbitration case unilaterally initiated by the Philippines. This position is clear and consistent and has been repeated multiple times. The act of initiating the arbitration is in itself a violation of international law including UNCLOS. The total disregard for basic facts, willful manipulation of international law, inappropriate words and deeds under the banner of international law all point to ulterior motives, which I must say will never come to fruition.

答:我們已經(jīng)多次說過,中方不接受、不參與菲律賓單方面提交的南海仲裁案,這個立場是明確的、一貫的。菲律賓就中菲南海有關(guān)爭議單方面提起仲裁,本身就違反了包括《公約》在內(nèi)的國際法。某些人無視基本事實,肆意操弄國際法,或者打著國際法的招牌,采取一些不恰當(dāng)?shù)难孕?,實際上是有一些不可告人的目的。但我想說,這些目的是達(dá)不到的。

The US poses itself as the guardian of the maritime rule of law, but drags its feet in ratifying UNCLOS 34 years after the Convention was reached; it demands other country to accept a third-party dispute settlement procedure, but shuns the procedure to the extent of refusing to obey the ruling and order of the International Court of Justice, the main judicial organ of the UN; it urges other country to follow international law, but turns a blind eye to the acts of breaching international law by itself and its so-called allies, including conniving the Philippines' illegal occupation of some islands and reefs of China's Nansha Islands. When it comes to international law, the US adopts whatever serves its purposes and disavows the rest. Such speculative behavior severely erodes the authority, sanctity and efficacy of international law. That is the real danger the international community should be on high alert against.

美國某些人口口聲聲以海洋法治的維護(hù)者自居,但卻在《公約》達(dá)成34年之久仍不批準(zhǔn)《公約》;口口聲聲要求別國接受第三方爭端解決方式,自己卻避而遠(yuǎn)之,甚至拒不接受國際法院這一聯(lián)合國最主要的司法機(jī)構(gòu)曾經(jīng)作出的判決和命令;口口聲聲要求其他國家遵守國際法,但是卻對自己和所謂的盟友大開違法之門,長期以來對菲律賓非法侵占中國南沙群島部分島礁的行為視而不見。美方這種對于國際法“合則用,不合則棄”的投機(jī)做法,嚴(yán)重侵蝕了國際法的權(quán)威性、嚴(yán)肅性和有效性,這才是真正危險的,是值得國際社會高度警惕的。

Q: The Supreme Leader of the DPRK Kim Jong-un said in his report to the 7th Congress of the Workers' Party of Korea that the DPRK is a nuclear state and will continue to improve the quality of its nuclear weapons. The Rodong Sinmun of the DPRK also called the country a major nuclear country in the East. What is your comment?

問:朝鮮最高領(lǐng)導(dǎo)人金正恩在朝鮮勞動黨“七大”報告中稱,朝鮮是擁核國家,將繼續(xù)強(qiáng)化核武器質(zhì)量。朝鮮《勞動新聞》稱朝是東方核武器大國。中方對此有何評論?

A: Our position on the Korean nuclear issue, which has been reiterated time and again, remains the same. It meets the interests of all parties and serves peace and stability of Northeast Asia and the international nuclear non-proliferation regime to realize denuclearization of the Korean Peninsula, maintain peace and stability of the Peninsula, and resolve the Korean nuclear issue through negotiation, dialogue and consultation. To achieve all these, we hope that all relevant parties can work in the direction the trend of the times points to.

答:我們對半島核問題的立場已經(jīng)重復(fù)多次,沒有變化。我想說,實現(xiàn)朝鮮半島無核化,維護(hù)半島和平穩(wěn)定,通過談判對話協(xié)商解決半島核問題,符合各方共同利益,有利于東北亞和平與發(fā)展,也有利于維護(hù)國際核不擴(kuò)散機(jī)制。我們希望所有有關(guān)各方都能為此作出符合時代潮流的努力。

Q: How does China respond to the DPRK's claim of being a nuclear state?

問:中方對朝鮮聲稱自己是擁核國持何立場?

A: As I have said, China's position on the Korean nuclear issue is subject to no change. We also believe that all the resolutions related to the Korean nuclear issue passed by the UN Security Council shall be observed and executed by all relevant parities without reservations.

答:剛才我已經(jīng)說過了,中方在半島核問題上的立場沒有變化。我們也主張,聯(lián)合國安理會通過的所有的跟半島核問題相關(guān)的決議,都應(yīng)得到國際社會所有有關(guān)各方毫無保留的遵守、執(zhí)行。

Q: The Chinese government signed an agreement with the UN to set up a peace and development fund. Could you give us more details? Through this fund, what kind of projects will China finance?

問:日前,中國政府同聯(lián)合國正式簽署了設(shè)立中國—聯(lián)合國和平與發(fā)展基金協(xié)議。請中方介紹設(shè)立該基金的具體情況和有關(guān)考慮?中方準(zhǔn)備通過基金開展哪些具體項目?

A: On May 6, China's Permanent Mission to the UN and the UN Secretariat signed an agreement to establish China-UN peace and development fund.

答:5月6日,中國常駐聯(lián)合國代表團(tuán)同聯(lián)合國秘書處簽署了設(shè)立中國—聯(lián)合國和平與發(fā)展基金協(xié)議。

Last September, while attending summits celebrating the 70th anniversary of the founding of the UN, President Xi Jinping announced the decision to establish a 10-year, US$ 1 billion China-UN peace and development fund. The fund is split into two sub-funds -- one for peace and security under the trusteeship of the Office of the UN Secretary-General, and the other for implementing the 2030 Agenda for Sustainable Development under the trusteeship of the UN Department of Economic and Social Affairs. The signing of this agreement is an important step to implement the outcomes reached during President Xi Jinping's attendance at the UN summits last year.

去年9月,習(xí)近平主席在出席聯(lián)合國成立70周年系列峰會期間宣布,中國政府決定設(shè)立為期10年、總額達(dá)10億美元的中國—聯(lián)合國和平與發(fā)展基金?;鹣略O(shè)兩個子基金,一是秘書長和平與安全基金,由聯(lián)合國秘書長辦公室托管;二是落實2030年可持續(xù)發(fā)展議程基金,由聯(lián)合國經(jīng)濟(jì)和社會事務(wù)部托管。協(xié)議的簽署是落實習(xí)近平主席出席聯(lián)合國系列峰會成果的重要行動。

This marks the first time that China financed a trust fund in the UN. It reflects China's commitment to promoting multi-lateralism, carrying out multi-lateral cooperation, upholding the purposes and principles of the UN Charter, and supporting the UN's core role in stopping war, keeping peace and pushing for development. China will work with the UN closely to ensure the early launch and operation of the fund.

這是中國首次在聯(lián)合國出資設(shè)立基金,也是中國堅持多邊主義,致力于開展多邊合作,維護(hù)聯(lián)合國憲章宗旨和原則,支持聯(lián)合國在止戰(zhàn)維和、促進(jìn)發(fā)展領(lǐng)域發(fā)揮核心作用的重要體現(xiàn)。中國將同聯(lián)合國保持密切溝通協(xié)調(diào),推動基金盡快正式啟動并投入運作。

Q: Russian President Putin met with Japanese Prime Minister Shinzo Abe in Sochi last week. What is your comment on that?

問:俄羅斯總統(tǒng)普京上周在索契會見了日本首相安倍晉三,中方對此有何評論?

A: Both Russia and Japan are important neighbors of China and major countries of the Asia-Pacific. We welcome the stable development of bilateral ties between Russia and Japan.

答:俄羅斯和日本都是中國的重要鄰國,也都是亞太地區(qū)的重要國家,我們樂意見到俄日關(guān)系穩(wěn)定發(fā)展。
