紐約立法：后座也要系安全帶

All back-seat car passengers would be required to wear a seat belt in the Big Apple under a new bill backed by City Hall.

The City Council bill, which is sponsored by Councilman Ydanis Rodriguez (D-Manhattan) at the request of Mayor Bill de Blasio, would make it a traffic infraction punishable by a fine of up to $50 for back-seat passengers 16 years or over caught not wearing a seat belt.

Currently, in New York state, all drivers and front-seat passengers are required to buckle up in both private and for-hire vehicles, but in the back seat, only minors are required to wear a seat belt.

目前，在紐約州，所有的司機(jī)和坐在前排的乘客都必須系好安全帶，無論是私人汽車還是出租汽車，但是在后排，只有未成年人需要系好安全帶。

The bill would add a violation for drivers who “fail to ensure safety belt use of their back seat passengers sixteen years or over,” except for TLC-licensed drivers transporting passengers for hire.

Back-seat passengers riding in both for-hire and private vehicles would, however, still face a fine for not buckling up.

The legislation would exempt buses, including school buses, and authorized emergency vehicles, mirroring provisions in state law.

The commissioner said the proposed law “would significantly aid in our public education by letting us promote the message that all passengers, in all vehicles, in all positions must wear their seat belt by law.”
