Hard在這里的意思是“嚴(yán)格的”,fast在這里的意思是“固定的”。Hard and fast是習(xí)語(yǔ),最初出現(xiàn)在1850年前后,用來(lái)描繪擱淺的船或者是在碼頭上代修的船,無(wú)論是這兩種情況中的哪種情況,這船反正動(dòng)彈不得,毫無(wú)回旋的余地。因此,hard and fast引申為“嚴(yán)格的,不可松動(dòng)的而且毫無(wú)通融余地的”。比如,國(guó)家的規(guī)定,學(xué)校的制度,法律等等都是不允許隨意改動(dòng)的,這時(shí)候就可以用這個(gè)詞語(yǔ)了,It is a hard and fast rule.
