八部門規(guī)范教育app：嚴(yán)控?cái)?shù)量 不得植入廣告和游戲

教育部等八部門聯(lián)合發(fā)布《關(guān)于引導(dǎo)規(guī)范教育移動(dòng)互聯(lián)網(wǎng)應(yīng)用有序健康發(fā)展的意見》，提出要對(duì)教育app實(shí)施備案制度，并要求在2019年底完成備案工作。

Education authorities and schools should ask the opinions of students, parents and teachers before introducing applications to students, according to a guideline issued by the Ministry of Education and seven other departments on Thursday.

教育部等八部門聯(lián)合發(fā)布的意見指出，教育管理機(jī)構(gòu)和學(xué)校推薦學(xué)生使用教育app之前應(yīng)先征求學(xué)生、家長(zhǎng)及老師的意見。

意見明確，教育移動(dòng)互聯(lián)網(wǎng)應(yīng)用程序(簡(jiǎn)稱教育app)是指以教職工、學(xué)生、家長(zhǎng)為主要用戶(teaching staff, students and parents as target users)，以教育、學(xué)習(xí)為主要應(yīng)用場(chǎng)景(teaching and learning as major application scenarios)，服務(wù)于學(xué)校教學(xué)與管理、學(xué)生學(xué)習(xí)與生活以及家?；?dòng)(applicable to teaching and management, learning activities and teacher-parent communication)等方面的互聯(lián)網(wǎng)app。

意見要求，建立教育app備案制度。備案按照“國(guó)家統(tǒng)一標(biāo)準(zhǔn)，各省份分頭實(shí)施，企業(yè)屬地備案”的原則開展。

All apps used at schools should register with provincial education authorities by the end of this year, and a long-term management mechanism on the apps with specific standards and rules should be established by the end of 2020.

2019年年底前，所有教育app應(yīng)向機(jī)構(gòu)所在地的省級(jí)教育行政部門進(jìn)行教育業(yè)務(wù)備案。2020年底，建立健全教育移動(dòng)應(yīng)用管理制度、規(guī)范和標(biāo)準(zhǔn)，形成常態(tài)化的監(jiān)管機(jī)制。

學(xué)校推薦app不得收取任何費(fèi)用

Schools should not charge any fees for apps for teaching and student management, and these apps should not contain any commercial advertisements or games, it said.

作為教學(xué)、管理工具要求統(tǒng)一使用的教育app，不得向?qū)W生及家長(zhǎng)收取任何費(fèi)用，不得植入商業(yè)廣告和游戲。

Schools cannot force students to use certain apps or associate the use of the apps with grades, credit or honorary titles.

對(duì)于學(xué)校推薦使用的教育app，應(yīng)當(dāng)遵循自愿原則，不得與學(xué)分、成績(jī)和評(píng)優(yōu)掛鉤。

The guideline added that apps for student management should contain different functions in order to cut the number of apps students need to download.

The providers of education apps should set up a data security mechanism that covers collection, storage, transmission and use of personal information.
