海南自由貿(mào)易賬戶(hù)體系正式上線運(yùn)行

The Hainan free trade account system dispenses with the earlier requirement of maintaining two accounts, one for domestic transactions and the other for international transactions, replacing them with a unified domestic and foreign currency account with the renminbi as the base currency.

海南自由貿(mào)易賬戶(hù)體系不再執(zhí)行此前保留兩個(gè)賬戶(hù)，即一個(gè)國(guó)內(nèi)交易賬戶(hù)、一個(gè)國(guó)際交易賬戶(hù)的要求，用一套以人民幣為本位幣、本外幣統(tǒng)一的賬戶(hù)取而代之。

海南自由貿(mào)易賬戶(hù)(Hainan free trade account)是指海南省金融機(jī)構(gòu)根據(jù)客戶(hù)需要在分賬核算單元開(kāi)立的規(guī)則統(tǒng)一的本外幣賬戶(hù)，按照“一線便利，二線管理”的原則規(guī)范賬戶(hù)收支管理，是一套以人民幣為本位幣(renminbi as its base currency)、賬戶(hù)規(guī)則統(tǒng)一(using unified accounting rules)、兼顧本外幣風(fēng)險(xiǎn)差別管理(taking into account types of different risk management between the renminbi and foreign currencies)的本外幣可兌換賬戶(hù)體系(a convertible accounting system)，是海南自由貿(mào)易試驗(yàn)區(qū)的重要金融基礎(chǔ)設(shè)施。

海南自由貿(mào)易賬戶(hù)為市場(chǎng)主體在海南自貿(mào)區(qū)開(kāi)展投資、融資和跨境貿(mào)易提供了便利。

海南自由貿(mào)易賬戶(hù)體系建設(shè)，是海南確定的自貿(mào)區(qū)(港)建設(shè)十二個(gè)先導(dǎo)性項(xiàng)目之一(one of the 12 pilot programs)。賬戶(hù)正式上線運(yùn)行對(duì)于促進(jìn)市場(chǎng)主體貿(mào)易投融資匯兌便利化(facilitating trade investment and financing)、提升海南自由貿(mào)易試驗(yàn)區(qū)(港)營(yíng)商環(huán)境(improve business environment in Hainan Pilot Free Trade Zone)具有重要意義。
