國家統(tǒng)計局將組織開展統(tǒng)計督查
China has introduced a new inspection regulation to crack down on statistical fraud and related illegal operations, which is expected to improve the authenticity of economic data and better support policymaking.
我國出臺了一項新的督查規(guī)定，打擊數(shù)據(jù)造假及相關違法行為，此舉有望提升經濟數(shù)據(jù)的真實性，同時為政策決策更好地提供支持。
《規(guī)定》提出，根據(jù)黨中央、國務院授權，國家統(tǒng)計局(National Bureau of Statistics)組織開展統(tǒng)計督察(statistical inspections)，督察內容聚焦統(tǒng)計法定職責履行(fulfil statutory obligations)、統(tǒng)計違紀違法現(xiàn)象治理(crack down on related illegal operations)、統(tǒng)計數(shù)據(jù)質量提升(improve data quality)，維護統(tǒng)計法律法規(guī)權威(maintain authority of related laws and regulations)，推動統(tǒng)計改革發(fā)展(push forward statistical reform)，為經濟社會發(fā)展做好統(tǒng)計制度保障。
督察主要通過工作座談會(panel discussions)、個別談話(one-on-one conversations)、受理舉報(handling tip-offs)、調閱資料(reviewing archives)、問卷調查(questionnaires)等形式進行。
近兩年來，國家統(tǒng)計局持續(xù)加大對統(tǒng)計造假(statistical fraud)、弄虛作假的防范和懲治力度，查處了一批統(tǒng)計違法案件。
國家統(tǒng)計局近日通報了5起數(shù)據(jù)造假典型案件，并在通報中表示，將堅持無禁區(qū)(zero restriction)、零容忍(zero tolerance)、全覆蓋(full coverage)，堅持重遏制、強高壓、長震懾，堅定不移防范和懲治統(tǒng)計造假、弄虛作假(prevent and punish statistical fraud and data falsification)。對于重大統(tǒng)計違法案件，做到發(fā)現(xiàn)一起，查處一起，加大曝光力度(increase the exposure of data fraud)，推動各地嚴格依紀依法追究統(tǒng)計違紀違法責任人責任。
