At the invitation of President Xi Jinping, President Muhammadu Buhari of the Federal Republic of Nigeria will pay a state visit to China from April 11 to 15.

Q: Yesterday, a senator in the Philippines said that Chinese hackers were possibly involved in the heist of the Bangladesh Central Bank. Do you have any comment on this?

A: China's stance on cyber attack and hackers is consistent. We stand for an open, secure, cooperative and peaceful cyberspace. The Chinese government is resolute in fighting hacking activities. We have been stressing that anyone should be fully equipped with solid evidence before making accusations. Speculative remarks made up of "possible" and "maybe" are highly irresponsible and counterproductive to cyberspace cooperation among countries.

Q: What is the itinerary of Nigerian president in China? What is China's expectation for the visit?

A: China and Nigeria enjoy traditional friendship. The visit by President Buhari falls on the 45th anniversary of the establishment of diplomatic ties between China and Nigeria. During the visit, President Xi Jinping will hold talks with President Buhari. Premier Li Keqiang and Chairman Zhang Dejiang will meet with President Buhari on separate occasions. The two sides will exchange views on bilateral relations and issues of common interest, sign cooperation papers, and co-host China-Nigeria forum on capacity cooperation to present Nigeria as well as a reception marking the 45th anniversary of the establishment of diplomatic ties. Besides Beijing, President Buhari will also visit Shanghai and Guangzhou.

Nigeria is an important strategic cooperative partner of China in Africa. The past 45 years have witnessed frequent high-level visits, fruitful results of pragmatic cooperation and positive communication and collaboration between the two sides on international affairs. It is believed that President Buhari's visit will further advance China-Nigeria strategic relationship of cooperation.

A: The Xinhua News Agency has issued the news release which I believe you have already read. I will not spell it out here. The Chinese side has been working to provide more public goods and services for navigation in the South China Sea to ensure and facilitate the freedom and safety of navigation in the region. It serves business activities of coastal countries in the region and countries outside the region. I suggest you read closely the news release issued yesterday by the Xinhua News Agency for specifics.

Q: Why did Foreign Minister Wang Yi make a whirlwind visit to Myanmar right after the installation of the new government? What is his schedule today? What has been achieved during this visit?

A: Shortly after the formation of the new government in Myanmar, Foreign Minister Wang Yi was invited for an official visit by Foreign Minister Aung San Suu Kyi, which showcases the importance attached by the two sides to further developing bilateral ties. In fact, the visit has been planned for a while. Close communication between the two sides on important occasions also demonstrates their resolve and confidence in fostering bilateral relations.

China's commitment to the friendly policy toward Myanmar has received positive response from Myanmar. Then there was an election of a new government, which ordered the reappraisal of some of the cooperation projects the previous government had inked with China, for example the Colombo port city project. What new agreements does the Chinese side hope to sign when the Prime Minister is here? Has the bilateral relationship turned over a new page?

A: I would like to correct what you just said. China and Sri Lanka are friends, not only in the past, but also at present. We have the confidence that our friendship will go on and on. Not only the two countries but also the two peoples enjoy amicable relationship. Bilateral relations founded on the basis of equality, mutual respect and mutually beneficial cooperation have been in a sound state of growth. We commend the government of Sri Lanka for its positive policies toward China and would like to take this visit as an opportunity to consolidate traditional friendship, promote pragmatic cooperation, and elevate China-Sri Lanka strategic cooperative partnership featuring sincerity, mutual assistance and long-lasting friendship to a new height.

As for some of the cooperation projects between China and Sri Lanka, any two countries including those of friendly relations should follow business rules when conducting business cooperation. Different opinions emerging in the process of cooperation will not affect the overall relationship between China and Sri Lanka, still less shake the two countries' determination in promoting and deepening friendship.

Q: During Foreign Minister Wang Yi's visit to Myanmar, did the two sides talk about major cooperation projects such as the Myitsone hydropower plant? The new government of Myanmar once said that it would review one by one the project agreements reached when the military government was in power. The outside opinion was not so optimistic about the restart of relevant projects between China and Myanmar. What is your comment on that?

問：王毅外長此次訪問緬甸期間，雙方是否談及密松電站等中緬重大合作項目?緬甸新政府曾表示，將對緬甸軍政府時期達成的項目逐一進行審核，外界因此并不看好中緬有關(guān)項目重啟的前景。你對此持何看法?

A: Actually, during Foreign Minister Wang Yi's talks with Foreign Minister Aung San Suu Kyi, they did touch upon relevant issues. Foreign Minister Wang Yi said that he believes that mutually beneficial cooperation between China and Myanmar will achieve bigger progress in the new era. China is Myanmar's neighbor and partner for comprehensive strategic cooperation. We are ready to increase investment in Myanmar, help Myanmar build necessary infrastructure facilities and assist Myanmar in improving people's livelihood and developing agriculture and water conservancy. The Myanmar side has given positive response. Investment cooperation between the two sides will be conducive to the well-being of the Myanmar people and growth of Myanmar in the long run. China-Myanmar relationship is at a new stage and a new starting point of development. Both sides have a strong desire for more pragmatic cooperation in different fields.

Q: Amnesty International has just released a report on death penalty worldwide, asking China to disclose the number of execution in the country. Have you read the report, and do you have any comment?

A: The organization you mentioned often makes partial or even biased remarks on China. We have no interest in making comments on that.

Q: The Foreign Ministry Spokesperson said yesterday that during China's one month term as the Security Council's rotating president, the Security Council will hold three open debates, one of which is about piracy in the Gulf of Guinea. What is China's consideration about that?

問：昨天外交部發(fā)言人表示，在中方本月就任聯(lián)合國安理會輪值主席國期間，安理會將舉行三場公開辯論會，其中之一是幾內(nèi)亞灣海盜問題。請問中方有何特別考慮?

A: My colleague briefed you yesterday about China's working plan as the rotating president of the Security Council. Ambassador Liu Jieyi has also informed relevant parties at the UN about China's consideration. As for the specific question you asked, the Chinese side plays an active part in international anti-piracy cooperation. We have seen an upsurge of piracy problems in the Gulf of Guinea over recent years and the severe threat they pose to regional stability and economic security. African countries have been looking forward to enhanced cooperation against piracy and international support in this regard. As proposed by African countries, the UN Security Council once held open debates on this issue in 2011 and 2012. The open debate this time is to answer African countries' concerns, mobilize the international community to help countries along the Gulf of Guinea build up capability, deepen international cooperation and jointly maintain maritime safety in the Gulf of Guinea. We will step up coordination and cooperation with relevant African countries and the international community and support efforts by regional countries to combat piracy.
