Mr Trump said that over the past year the world had seen that “no people on Earth are so fearless, or daring, or determined as Americans”.

“If there is a mountain, we climb it. If there is a frontier, we cross it. If there is a challenge, we tame it. If there is an opportunity, we seize it,” Mr Trump told members of Congress. “So let us begin tonight by recognising that the state of our Union is strong because our people are strong. And together, we are building a safe, strong, and proud America.”

Claiming credit for the improvement in the economy over the past year, Mr Trump said the US had created 2.4m jobs, including 200,000 in manufacturing. “After years of wage stagnation, we are finally seeing rising wages,” he said.

Mr Trump said he was very “proud” that African-American unemployment stood at the lowest rate on record and that Hispanic unemployment had “reached the lowest levels in history”. The remarks were partly aimed at repairing his image following his controversial comments, which were seen as racist, following the fatal protests in Charlottesville, Virginia, last year.

After singling out the tax cuts that Congress passed at the end of last year, Mr Trump said there had “never been a better time to start living the American dream”.

Mr Trump also touted his efforts to cut red tape across the government, saying “we have eliminated more regulations in our first year than any administration in history”. Referring to an issue that resonated with his base during the election, he said he had “ended the war on American energy”.

“We have ended the war on beautiful clean coal. We are now an exporter of energy to the world,” said Mr Trump.

Mr Trump urged Congress to pass legislation that would “generate” $1.5tn in new infrastructure investment “that our country so desperately needs”. He said federal funds should be “leveraged” through partnerships with local and state governments, in addition to private investment.

As Congress debates immigration reform, Mr Trump said he had met Republicans and Democrats in the hope of reaching a bipartisan deal. He has proposed a plan that would pave the way for 1.8m “Dreamers” — people brought to the US illegally as children by their parents — to become citizens. But the plan also calls for funding for a wall on the US-Mexico border, which is not popular in Congress.

Mr Trump called for an end to a visa lottery system that provides green cards. “It is time to begin moving towards a merit-based immigration system — one that admits people who are skilled, who want to work, who will contribute to our society, and who will love and respect our country,” he said.

He said the US faced rogue regimes and terrorist groups, in addition to rivals such as China and Russia that “challenge our interests, our economy and our values”. He called on Congress to eliminate Obama-era caps on military spending that have prevented his administration from providing more funds for the Pentagon.

Announcing a new policy that reverses the direction taken by both the Bush and Obama administrations, Mr Trump revealed that he had ordered Jim Mattis, the US defence secretary, to keep open the US detention facility at Guantanamo Bay. Mr Bush, in the latter years of his tenure, and Mr Obama attempted to reduce the detainee population at the controversial military facility.

Mr Trump highlighted the sanctions his administration imposed on Cuba and Venezuela over the past year, but said “no regime has oppressed its own citizens more totally or brutally” than North Korea. He said Pyongyang was pursuing nuclear missiles that “could very soon threaten our homeland” while stressing that he was pursuing a campaign of “maximum pressure” to prevent that from happening.

While the state department leads the global diplomatic effort to persuade North Korean dictator Kim Jong Un to abandon his nuclear weapons, the Pentagon has provided the commander-in-chief with a range of military options, including what has been termed a “bloody nose” strategy. Earlier on Tuesday, it emerged that the White House had told Victor Cha, a Korea expert, that it would not send him to Seoul as the new US ambassador after he expressed concern the “bloody nose” strategy.

Mr Trump also revisited one of the major themes of his presidential campaign, saying the US had “finally turned the page on decades of unfair trade deals that sacrificed our prosperity and shipped away our companies, our jobs, and our nation’s wealth”. While he withdrew the US from the Trans-Pacific Partnership trade agreement and is renegotiating the North American Free Trade Agreement [Nafta], however, Mr Trump has made almost no progress tackling US trade deficits around the world.
