Mario Draghi, the president of the European Central Bank, took aim at the Trump administration for talking down the dollar on Thursday, accusing it of flouting international rules to prevent currency wars. 歐洲央行(ECB)行長馬里奧•德拉吉(Mario Draghi)周四將矛頭對準(zhǔn)了特朗普(Trump)政府通過言論壓低美元匯率的做法,指責(zé)美方無視旨在避免匯率戰(zhàn)的國際規(guī)則。

Mr Draghi hit back at Steven Mnuchin, US Treasury secretary, who said in Davos on Wednesday that a weaker dollar was good for American trade, breaking with the strong dollar policy of previous US administrations. 德拉吉對美國財長史蒂芬•姆努欽(Steven Mnuchin)進(jìn)行了回?fù)?。姆努欽周三在達(dá)沃斯表示,美元走弱對美國貿(mào)易有利,摒棄了美國前幾屆行政當(dāng)局的強勢美元政策。

Mr Mnuchin’s intervention reignited speculation that the White House will try to devalue the US currency to boost exports as part of its “America First” agenda. 姆努欽的干預(yù)再次引發(fā)了一種猜測,即白宮將試圖讓美元貶值,以提振出口,作為其“美國優(yōu)先”議程的一部分。

Mr Draghi pointed to an international agreement between economies, including the US, last October not to talk down their currencies. 德拉吉提到了包括美國在內(nèi)的經(jīng)濟體去年10月達(dá)成的、旨在不通過言論打壓本幣匯率的一項國際協(xié)議。

Some of the recent volatility in exchange rates had been caused by “the use of language . . . that doesn’t reflect the terms of reference we have agreed”, he said. 他說,近日的匯率波動在一定程度上是由“使用并不反映我們已同意的參照框架的語言”所引起的。

Asked at a news conference following the ECB’s rate-setting meeting about whether the Trump administration was a cause for concern, Mr Draghi was even more explicit. 在歐洲央行議息會議后的記者會上被問及特朗普政府是否引起關(guān)注時,德拉吉的回答甚至更加直白。

“Several members [of the ECB governing council] expressed concern,” he said. “The concern was broader than simply the exchange rate, it was about the overall status of international relations right now.” “(歐洲央行管理委員會)的幾名委員表達(dá)了擔(dān)憂,”他說,“這種擔(dān)憂不僅僅體現(xiàn)在匯率方面,而是關(guān)乎當(dāng)前國際關(guān)系的總體狀況。”

The US dollar has fallen 14.6 per cent against the euro since Donald Trump took office a year ago, including a 1.8 per cent drop in the two days since Mr Mnuchin’s remarks. The euro rose above $1.25 for the first time since December 2014 on Thursday before slipping to $1.249 in late London trading, up 0.6 per cent on the day. 在達(dá)沃斯接受美國財經(jīng)新聞頻道CNBC采訪時,特朗普試圖修復(fù)姆努欽引發(fā)的裂痕。他表示,“坦率地說,誰也不應(yīng)談?wù)?rdquo;美元幣值,隨后補充道,他支持強勢美元。

In an interview with CNBC in Davos, Mr Trump attempted to repair the rift created by Mr Mnuchin, saying “frankly nobody should be talking about” the dollar’s value, before adding that he supported a strong US currency. “我們的國家在經(jīng)濟上再次變得如此強大,在其他方面也是一樣,順便說一下,美元將變得越來越強,最終我希望看到強勢美元,”特朗普說。

The ECB kept its interest rates at record lows and reiterated its commitment to keep its crisis-era bond-buying programme in place, and expand it if necessary, until inflation in the eurozone begins to rise.
