國(guó)務(wù)院常務(wù)會(huì)議確定推進(jìn)質(zhì)量認(rèn)證體系建設(shè)的措施

國(guó)務(wù)院總理李克強(qiáng)9月6日主持召開國(guó)務(wù)院常務(wù)會(huì)議，部署在更大范圍推進(jìn)“證照分離”改革試點(diǎn)并再取消一批行政許可事項(xiàng)，使?fàn)I商環(huán)境更加公平公正;確定推進(jìn)質(zhì)量認(rèn)證體系建設(shè)的措施，加強(qiáng)事中事后監(jiān)管提升中國(guó)制造品質(zhì)。

The State Council, China's cabinet, said Wednesday that it will strengthen quality certification to help create a fair market environment and raise the quality of Chinese-made products.

國(guó)務(wù)院9月6日表示，要加強(qiáng)質(zhì)量認(rèn)證，營(yíng)造公平的市場(chǎng)環(huán)境，提高中國(guó)制造品質(zhì)。

質(zhì)量認(rèn)證(quality certification)，也叫合格評(píng)定(conformity certification)，是國(guó)際上通行的管理產(chǎn)品質(zhì)量(product quality management)的有效方法。質(zhì)量認(rèn)證按認(rèn)證的對(duì)象分為產(chǎn)品質(zhì)量認(rèn)證(product quality certification)和質(zhì)量體系認(rèn)證(quality system certification)兩類;按認(rèn)證的作用可分為安全認(rèn)證(quality safety certification)和合格認(rèn)證(conformity certification)。

會(huì)議認(rèn)為，按照推進(jìn)供給側(cè)結(jié)構(gòu)性改革(supply-side structural reform)的要求，推行和強(qiáng)化質(zhì)量認(rèn)證(promote and strengthen quality certification)這一市場(chǎng)經(jīng)濟(jì)基礎(chǔ)性制度，有利于加強(qiáng)質(zhì)量監(jiān)管(improve qualitysupervision and management)，營(yíng)造公平競(jìng)爭(zhēng)市場(chǎng)環(huán)境，促進(jìn)中國(guó)制造提質(zhì)升級(jí)、邁向中高端。

會(huì)議提出五項(xiàng)措施推進(jìn)質(zhì)量認(rèn)證體系建設(shè)：

一要大力推廣質(zhì)量管理先進(jìn)標(biāo)準(zhǔn)和方法，以航空、鐵路、汽車、信息等產(chǎn)業(yè)為重點(diǎn)(China will improve its quality management system to suit the characteristics of different industries, focusing on the aviation, railway, automobile and information sectors)，利用信息化、智能化手段，加快完善和提升適合行業(yè)特點(diǎn)的質(zhì)量管理體系。

二要引導(dǎo)和強(qiáng)制相結(jié)合。對(duì)涉及安全、健康、環(huán)保等產(chǎn)品實(shí)施強(qiáng)制性認(rèn)證(Compulsory certification will be required for products involving safety, health and environmental protection.)。

三要探索創(chuàng)新質(zhì)量標(biāo)準(zhǔn)管理方式(explore new ways of quality standard management)，對(duì)新技術(shù)、新產(chǎn)品、新業(yè)態(tài)實(shí)施審慎監(jiān)管。

四要強(qiáng)化監(jiān)管，嚴(yán)格資質(zhì)認(rèn)定標(biāo)準(zhǔn)(strengthen supervision and set strict standards for quality certification)，加快推動(dòng)檢驗(yàn)檢測(cè)認(rèn)證機(jī)構(gòu)與政府部門脫鉤，培育發(fā)展檢驗(yàn)檢測(cè)認(rèn)證服務(wù)業(yè)。

五要深化質(zhì)量認(rèn)證國(guó)際合作互認(rèn)(seek international cooperation for mutual recognition of quality certification)，加快建設(shè)質(zhì)量強(qiáng)國(guó)。
