Judges at the Punjab and Haryana High Court on Saturday criticised both the Indian prime minister and the chief minister of the state of Haryana for allowing the outbreak of violence among followers of a popular guru who had been convicted of rape.

The court accused the governing BJP of allowing the rioting to occur in order to shore up votes among followers of Ram Rahim Singh, the flamboyant leader of the popular Dera Sacha Sauda sect. Mr Singh was convicted on Friday of raping two of his devotees, and will be sentenced on Monday.

The judges said: “National integration and law and order are above everything. We are one nation, not a party nation.”

They added: “It is the prime minister of India, not the BJP.”

The court was particularly explicit in its condemnation of Manohar Lal Khattar, Haryana’s chief minister, whom it criticised for allowing a crowd of around 100,000 of Mr Singh’s followers to mass outside the courtroom. It accused him of making “a political surrender just to allure the vote bank”.

Mr Modi responded on Sunday, saying: “Those who take the law in their hands or take to violence will not be spared, whoever they are.” But local reports suggest he will not sack the embattled Mr Khattar.

The riots started on Friday afternoon soon after Mr Singh was convicted. Crowds attacked journalists and set media vans on fire in Haryana. In neighbouring Punjab, where Mr Singh is also highly popular, at least two train stations were reportedly set on fire, as well as petrol pumps and a government tax office.

By Saturday evening the violence had died down but the death toll had risen to 36, according to the Haryana director-general of police. The army had declared a curfew in Sirsa, home of Mr Singh’s headquarters, and placed a security cordon around the complex itself.

The case and its aftermath have shone a light on how some of India’s most popular religious leaders are able to attain positions of significant political power. Mr Singh supported the BJP in 2014, helping to wrest control of Haryana from the Congress party.
