　　high time：正是時(shí)候,早該。

　　should表示義務(wù)、bai責(zé)任、建議或勸告，有“應(yīng)當(dāng)、應(yīng)該”的意思。

　　It is (high) time that后面的從句，謂語動(dòng)詞要么用過去式或者用should+動(dòng)詞原形，但should不可省略，這是虛擬語氣的用法。兩者意思一樣。意思是：“是某人做什么什么的時(shí)候了”
