政府是否應(yīng)向?qū)W校出高等教育提供經(jīng)濟(jì)支持 Whether the government should provide financial support to the higher education

There has always been a consensus opinion about who should pay for elementary or secondary education, but a controversial discuss has arisen about the responsibility of payment for higher education. It is true that everyone has the right to get education including higher one as long as he or she has the willing and ability to reach. Providing education to the general public is the responsibility of any government that imposes tax and allocates part of it into such fundamental social sector as education. Universities equip students with specialized knowledge and skills which make capable labors for the society and ensure sustainable development of the society. However, in reality, totally depending on the government for university tuition fee is not a wise, pragmatic way of improving the educational level of a country.

關(guān)于誰應(yīng)該為小學(xué)或中學(xué)教育付費(fèi),一直是一個共識意見,但一個有爭議的討論已經(jīng)出現(xiàn)了關(guān)于支付高等教育的責(zé)任。確實(shí),每個人都有接受教育的權(quán)利,包括高一個人,只要他或她有意愿和能力去實(shí)現(xiàn)。向公眾提供教育是任何政府對稅收的責(zé)任,并將其分配給教育的基本社會部門。高校為學(xué)生提供專業(yè)的知識和技能,為社會提供勞動能力,保障社會的可持續(xù)發(fā)展。然而,在現(xiàn)實(shí)中,完全靠政府為大學(xué)學(xué)費(fèi)是不是一個明智的,務(wù)實(shí)的方式提高一個國家的教育水平。

In fact very few countries including many affluent developed ones are not able to offer free tertiary education to everyone on top of compulsory fundamental education. Meanwhile, no society requires every labor to be a professional, instead, a bigger proportion of skilled workers are needed in modern days. From another perspective to see this issue, students actually gain a lot from university not only in terms of academic knowledge which empower them to be employed and be independent economically,but also by gaining a clear perspective of life and life learning skills through theoretical subject study. Accordingly, students should also carry some financial responsibility. In my opinion, the issue of university tuition fee is not only a personal matter, but also of great significance to the society as a whole. Both the government and students should take responsibility for the cost because they both benefit a lot. A practical suggestion can be that the government fund university education by offering interest-free loan to those poor but outstanding students.

事實(shí)上,包括許多富裕發(fā)達(dá)國家在內(nèi)的許多國家都無法提供免費(fèi)的高等教育,對每個人都有義務(wù)教育的基本教育。同時,沒有社會需要每一個勞動是一個專業(yè)的,而不是一個更大比例的技術(shù)工人在現(xiàn)代需要的。從另一個角度看這個問題,學(xué)生實(shí)際上獲得了很多從大學(xué)不僅在學(xué)術(shù)知識,使他們可以就業(yè)和獨(dú)立的經(jīng)濟(jì),但也獲得了一個明確的角度來看,生活和生活學(xué)習(xí)技能,通過理論研究。因此,學(xué)生也應(yīng)該承擔(dān)一定的財(cái)務(wù)責(zé)任。在我看來,大學(xué)學(xué)費(fèi)問題不僅僅是個人的事,而且對整個社會也具有重要意義。政府和學(xué)生都應(yīng)該承擔(dān)責(zé)任,因?yàn)樗麄兌际芤婧芏唷R粋€切實(shí)可行的建議,可以通過向貧困學(xué)生提供無息貸款,資助大學(xué)教育。
