Step 2, US senate has to confirm you.
The founding fathers gave senate that power in constitution that's called vice consent.
Chuck Hagel, has been on both sides of this process.
He served two terms in the senate, now he is president Obama's pick to the new US secretary of defense.
Yesterday he was approved by the senate for that job.
The vote was originally set for couple weeks ago.
There are some controversy around Hagel, because some of the things he said in the past.
Confirmation vote was delayed by a filibuster.
The legislative tactic that used to block or delay action.
Many useful studies up on this.
So it happens only in the senate.
US house representatives doesn't have a filibuster.
And this is how it works.
The senate allows for an unlimited debate in order to filibuster something, a bill, a vote, whatever.
To senators, giving the floor, he or she just keep seat.
You don't even have to talk about the issue that's been delayed.
Originally senators had actually talk when they want a filibuster.
A record for that belongs to former South Caroliner senator Strong Herman.
In 1957 he went for more than 24 hours.
Now you don't need to speak continously in order to filibuster.
What you need, if you want to end one is 60 votes.
It takes three feets of senator end that debate and end the filibuster.
Yesterday, the vote end debate on Chuck Hagel's confirmation was 71 to 27.
That stopped the filibuster and open the door for the vote on Hagel to be the new US secretary of defense.
