中共中央印發(fā)《中國共產(chǎn)黨問責(zé)條例》

近日，中共中央印發(fā)了修訂后的《中國共產(chǎn)黨問責(zé)條例》(以下簡稱《條例》)，并發(fā)出通知，要求各地區(qū)各部門認(rèn)真遵照?qǐng)?zhí)行。

The revised regulation on Party accountability, made public on Wednesday, targets Party organizations and leading officials of Party committees and discipline inspection committees.

修訂后的《中國共產(chǎn)黨問責(zé)條例》于9月4日公布，主要針對(duì)各級(jí)黨組織、黨委領(lǐng)導(dǎo)干部以及紀(jì)委(紀(jì)檢組)。

《條例》規(guī)定，黨組織、黨的領(lǐng)導(dǎo)干部有下列情形之一，應(yīng)當(dāng)予以問責(zé)：

poor leadership of the Party;

黨的領(lǐng)導(dǎo)弱化;

insufficient promotion of political, theoretical, organizational and disciplinary work within the Party;

黨的政治建設(shè)抓得不實(shí)，黨的思想建設(shè)缺失，黨的組織建設(shè)薄弱，黨的紀(jì)律建設(shè)抓得不嚴(yán);

insufficient combating of corruption;

反腐敗斗爭不堅(jiān)決、不扎實(shí);

improper conduct in the most pressing issues that concern the people, including education, medical services, ecological protection, fod and drug safety, poverty relief and social security.

在教育醫(yī)療、生態(tài)環(huán)境保護(hù)、食品藥品安全、扶貧脫貧、社會(huì)保障等涉及人民群眾最關(guān)心最直接最現(xiàn)實(shí)的利益問題上作為不當(dāng)。

對(duì)黨組織的問責(zé)，根據(jù)危害程度以及具體情況，可以采取以下方式：

(一)檢查。責(zé)令作出書面檢查并切實(shí)整改(be ordered to write a letter of remorse and rectify)。

(二)通報(bào)。責(zé)令整改，并在一定范圍內(nèi)通報(bào)(be named and shamed within certain ranks)。

(三)改組。對(duì)失職失責(zé)，嚴(yán)重違犯黨的紀(jì)律、本身又不能糾正的，應(yīng)當(dāng)予以改組(be restructured for serious dereliction of duty and violation of Party regulations)。

對(duì)黨的領(lǐng)導(dǎo)干部的問責(zé)，根據(jù)危害程度以及具體情況，可以采取以下方式：

(一)通報(bào)。進(jìn)行嚴(yán)肅批評(píng)，責(zé)令作出書面檢查、切實(shí)整改，并在一定范圍內(nèi)通報(bào)(be named and shamed within certain ranks)。

(二)誡勉。以談話或者書面方式進(jìn)行誡勉(receive oral or written warnings)。

(三)組織調(diào)整或者組織處理。對(duì)失職失責(zé)、危害較重，不適宜擔(dān)任現(xiàn)職的，應(yīng)當(dāng)根據(jù)情況采取停職檢查、調(diào)整職務(wù)、責(zé)令辭職、免職、降職等措施(be suspended from their posts, transferred, or forced to resign, demotion, or dismissal)。

(四)紀(jì)律處分。對(duì)失職失責(zé)、危害嚴(yán)重，應(yīng)當(dāng)給予紀(jì)律處分的，依照《中國共產(chǎn)黨紀(jì)律處分條例》追究紀(jì)律責(zé)任(be subject to punishment for violating Party discipline)。

《條例》還明確，實(shí)行終身問責(zé)(lifelong accountability)，對(duì)失職失責(zé)性質(zhì)惡劣、后果嚴(yán)重的，不論其責(zé)任人是否調(diào)離轉(zhuǎn)崗、提拔或者退休等，都應(yīng)當(dāng)嚴(yán)肅問責(zé)(officials will be held responsible for serious breaches of duty for life, even if they are transferred, promoted or retire)。
