The People's Bank of China (PBOC) announced Sunday that it will replace the loan benchmark interest rate with the loan prime rate (LPR) as a benchmark for setting the interest rate of newly issued commercial individual housing loans.
8月25日,中國(guó)人民銀行宣布新發(fā)放商業(yè)性個(gè)人住房貸款利率的定價(jià)基準(zhǔn)將由貸款基準(zhǔn)利率變換為貸款市場(chǎng)報(bào)價(jià)利率。
【名詞解釋】
貸款市場(chǎng)報(bào)價(jià)利率(loan prime rate,簡(jiǎn)稱LPR)是指由各報(bào)價(jià)行根據(jù)其對(duì)最優(yōu)質(zhì)客戶執(zhí)行的貸款利率(lending rates for their best customers),按照公開市場(chǎng)操作利率加點(diǎn)形成的方式報(bào)價(jià)(submit their LPR quotations based on what they have bid for PBOC liquidity in open market operations),由中國(guó)人民銀行授權(quán)全國(guó)銀行間同業(yè)拆借中心(National Interbank Loans Center)計(jì)算得出并發(fā)布的利率。
目前,商業(yè)銀行實(shí)行的存貸款利率是根據(jù)央行公布的存貸款基準(zhǔn)利率(benchmark deposit and lending rate)制定的。
Starting from Oct. 8, the interest rate of newly issued commercial individual housing loans will be based on lastest month's LPR of the corresponding term, while certain basis points will be added, the PBOC said in a statement. Housing loan contracts already inked or in implementation will not be affected by the new rules.
央行發(fā)布的公告表示,自10月8日起,新發(fā)放商業(yè)性個(gè)人住房貸款利率以最近一個(gè)月相應(yīng)期限的貸款市場(chǎng)報(bào)價(jià)利率(LPR)為定價(jià)基準(zhǔn)加點(diǎn)形成。存量個(gè)人住房貸款利率不受新政影響。
定價(jià)基準(zhǔn)轉(zhuǎn)換后,全國(guó)范圍內(nèi)新發(fā)放首套個(gè)人住房貸款利率不得低于相應(yīng)期限LPR(the housing loan interest rate for first-time buyers should not be lower than the LPR of the corresponding term),按8月20日5年期以上LPR計(jì)算為4.85%;二套個(gè)人住房貸款利率不得低于相應(yīng)期限LPR加60個(gè)基點(diǎn)(按8月20日5年期以上LPR計(jì)算為5.45%),與當(dāng)前我國(guó)個(gè)人住房貸款實(shí)際最低利率水平基本相當(dāng)(at the same level of the current lowest personal mortgage loan rate)。
公告表示,人民銀行省一級(jí)分支機(jī)構(gòu)應(yīng)按照“因城施策”原則,在國(guó)家統(tǒng)一的信貸政策基礎(chǔ)上,根據(jù)當(dāng)?shù)胤康禺a(chǎn)市場(chǎng)形勢(shì)變化,確定轄區(qū)內(nèi)首套和二套商業(yè)性個(gè)人住房貸款利率加點(diǎn)下限(a basis point addition floor will be decided based on the development of local property markets)。銀行業(yè)金融機(jī)構(gòu)應(yīng)根據(jù)加點(diǎn)下限合理確定每筆貸款的具體加點(diǎn)數(shù)值。
Interest rate policies for individual housing loans via one's housing provident fund will stay unchanged.
公積金個(gè)人住房貸款利率政策暫不調(diào)整。
央行有關(guān)負(fù)責(zé)人表示,這一調(diào)整是為了落實(shí)好“房子是用來(lái)住的,不是用來(lái)炒的(housing is for living in, not for speculation)”定位和房地產(chǎn)市場(chǎng)長(zhǎng)效管理機(jī)制(a long-term management mechanism for the real estate market),確保定價(jià)基準(zhǔn)平穩(wěn)有序轉(zhuǎn)換,維護(hù)借貸雙方合法權(quán)益。
