BASIC countries, namely Brazil, South Africa, India and China, on Tuesday called for a Paris climate agreement in accordance with the principles of equity and common but differentiated responsibilities and respective capabilities.
8日,“基礎四國”即巴西、南非、印度和中國呼吁按照公平、共同但有區(qū)別的責任以及各自能力的原則達成巴黎協(xié)議。
“基礎四國”(BASIC countries)具體是指:巴西(Brazil)、南非(South Africa)、印度(India)、中國(China)四國。“基礎”之意也喻指中國、印度、巴西、南非為當今世界最重要的發(fā)展中國家。這也是繼“金磚國家”(BRICS)之后的針對國際關系又一有趣稱謂。
8日,“基礎四國”發(fā)表聯(lián)合聲明(joint statement)強調(diào)中國、巴西、印度、南非致力于達成全面、均衡、有雄心和有法律約束力的氣候變化協(xié)議(reach a "comprehensive, balanced, ambitious and legally binding" agreement on climate change)。
“基礎四國”指出,巴黎氣候變化大會協(xié)議必須在《聯(lián)合國氣候變化框架公約》之下制定,并且完全按照其原則和條款,特別是公平、“共同但有區(qū)別的責任”以及各自能力的原則(the principles of equity and common but differentiated responsibilities and respective capabilities),這些應該是巴黎協(xié)議的核心。
“基礎四國”敦促發(fā)達國家?guī)ь^承諾和實施有雄心的、涉及整個經(jīng)濟的、絕對量化的減排目標(take the lead by committing and implementing ambitious emission reduction targets),并向發(fā)展中國家提供更多的資金、技術和能力建設支持(provide enhanced financial resources, technology development and transfer and capacity-building support to developing countries)。
“基礎四國”強調(diào),發(fā)達國家應有效落實到2020年每年提供1000億美元資金支持發(fā)展中國家應對氣候變化的承諾,并且以每年1000億美元為基礎,逐步擴大2020年后的資金支持(call on developed countries to progressively and substantially scale up their support in the post-2020 period, with 100 billion U.S. dollars per year as a starting point, in order to fulfill their obligations under the Convention)。
