互聯(lián)網(wǎng)技術(shù)不能侵犯他國“信息主權(quán)”

　　當?shù)貢r間7月16日，中國國家主席習近平在巴西國會發(fā)表《弘揚傳統(tǒng)友好共譜合作新篇》的演講中強調(diào)，互聯(lián)網(wǎng)技術(shù)再發(fā)展也不能侵犯他國的信息主權(quán)，更不能犧牲別國安全謀求自身所謂絕對安全。

　　President Xi Jinping called for respect of all countries’ information sovereignty on Wednesday, telling the Brazilian congress that “there are no double standards in the information sector, and every country has the right to preserve its own information security".

　　當?shù)貢r間周三，習近平主席在巴西國會的演講中呼吁尊重各國的信息主權(quán)，稱“在信息領(lǐng)域沒有雙重標準，各國都有權(quán)維護自己的信息安全”。

　　信息主權(quán)(information sovereignty)就是國家在信息領(lǐng)域的主權(quán)、維護自己國家信息安全的權(quán)利(the right to preserve its own information security)。

　　習近平在演講中提出，國際社會要本著相互尊重和相互信任的原則，通過積極有效的國際合作，共同構(gòu)建和平、安全、開放、合作的網(wǎng)絡(luò)空間(achieve a peaceful, secure, open and cooperative cyberspace)，建立多邊、民主、透明的國際互聯(lián)網(wǎng)治理體系(a joint international system of cyberspace governance featuring multilateral cooperation, democracy and transparency)。
