A message from British Prime Minister Gordon Brown to the People’s Republic of China
英國首相戈登·布朗慶賀中國國慶60周年賀詞
This year marks the 60th anniversary of the founding of the People’s Republic of China -- and I would like to send my personal best wishes to the Chinese people and government and to the large Chinese community here in Britain.
今年是中華人民共和國建國六十周年,我在此謹(jǐn)向中國人民、中國政府以及英國的華人華僑獻(xiàn)上我個人的衷心祝賀。
Since the 1970s, China’s reforms have brought more people out of poverty in a shorter time than in any other country in history – with profound effects not just for the one fifth of the world’s population who are Chinese but for us all.
自上世紀(jì)七十年代以來,中國的改革讓更多人在短時間內(nèi)脫離了貧困,比歷史上任何其他國家所用的時間都要短。這一結(jié)果深刻影響到的不僅僅是占世界1/5比例的中國人,也包括我們所有人。
Today, the country that for centuries gave the world so many of its most important inventions and accounted for so much of its economic growth has been restored to its position as a great global power -- and your role in the global economy means that we in Britain have a deep interest in your continued stability, prosperity and success.
今天,這個數(shù)百年來為世界貢獻(xiàn)了眾多重要發(fā)明并在世界經(jīng)濟(jì)增長中占了相當(dāng)大比重的國家, 已經(jīng)重新回歸了其全球大國的地位——你們在世界經(jīng)濟(jì)中所扮演的角色也意味著,中國繼續(xù)的穩(wěn)定、繁榮和成功,對于英國也利益攸關(guān)。
Built and strengthened through a policy of close dialogue and engagement, our relations today are the best that that they have ever been -- and I would like to give three examples of this.
現(xiàn)在,我們所建立并通過密切對話與交流政策而得以增強(qiáng)的兩國關(guān)系,處于歷史以來的最好階段,我來舉下面三個例子進(jìn)行說明。
Firstly, the global economy. I was particularly pleased to work closely with China’s leaders on the London summit earlier this year -- and China’s determination to take its rightful place in international economic governance was welcomed by all in the G20.
首先是世界經(jīng)濟(jì),我非常高興能夠在今年上半年的倫敦峰會上與中國領(lǐng)導(dǎo)人緊密合作——中國決心在國際經(jīng)濟(jì)治理中承擔(dān)適當(dāng)角色的決定受到了20國集團(tuán)所有成員的歡迎。
Secondly, on Climate Change, you have set targets for increased energy efficiency and renewables to help reduce carbon emissions, raising hope throughout the international community of reaching a workable international pact at Copenhagen that puts the world on a path towards low carbon growth – and the stakes could not be higher.
第二,在氣候變化問題上。為了減少碳排放,你們已經(jīng)設(shè)立了提高能源使用效率及使用可再生能源的目標(biāo),這使國際社會對在哥本哈根達(dá)成一個可行國際協(xié)議的希望大增,這一目標(biāo)的實(shí)現(xiàn)將帶領(lǐng)全世界走向低碳經(jīng)濟(jì)的道路——我們的“賭注”不能再大了。
Thirdly, trade. Despite the downturn, the EU and China trade more with each other than with anyone else – and I am committed to reaching our bilateral trade target of $60 billion dollars by 2010. Developing and maintaining open markets will be crucial to help achieve that goal -- and for our part, Britain will continue to welcome wholeheartedly investment from overseas, including from sovereign wealth funds.
第三是關(guān)于貿(mào)易。盡管處于低迷時期,歐盟和中國之間的貿(mào)易量也超過了其他貿(mào)易伙伴,我將致力于使我們的雙邊貿(mào)易額到2010年時能夠達(dá)到600億美元的目標(biāo)。要實(shí)現(xiàn)這一目標(biāo),關(guān)鍵是發(fā)展及維護(hù)一個開放的市場——對我們來說,英國將繼續(xù)熱誠歡迎來自海外的健康投資,包括主權(quán)財(cái)富基金。
Chinese investment in the UK is already exceeding the ambitious targets that Premier Wen and I set at the beginning of this year, and I am sure that the World Expo in Shanghai in 2010 -- the largest there has ever been -- will do even more to further our shared objectives, from climate change to trade and technological innovation.
中國在英國的投資已經(jīng)超過了溫家寶總理和我在今年初所定下的雄心勃勃的目標(biāo),我確信2010年上海世博會——有史以來最大的一次世博會——將會更進(jìn)一步推進(jìn)我們共同的目標(biāo),這些目標(biāo)領(lǐng)域涵蓋了從氣候變化到貿(mào)易和科技創(chuàng)新。
So once again, let me send my best wishes to the people of China on this important anniversary -- and I look forward to growing ties of understanding and co-operation between our two nations in the years ahead.
