一、2018年中非合作論壇北京峰會(huì)將于9月3日至4日在北京舉行。本次峰會(huì)主題為“合作共贏，攜手構(gòu)建更加緊密的中非命運(yùn)共同體”。中國(guó)國(guó)家主席習(xí)近平將主持峰會(huì)并舉行相關(guān)活動(dòng)。中非合作論壇非方成員領(lǐng)導(dǎo)人將應(yīng)邀與會(huì)，有關(guān)非洲地區(qū)組織和國(guó)際組織代表將出席峰會(huì)有關(guān)活動(dòng)。

The 2018 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) will be held in Beijing on September 3 and 4 under the theme “China and Africa: Toward an even stronger community with a shared future through win-win co-operation”. Chinese President Xi Jinping will chair the summit and host relevant events. Leaders of the FOCAC African members will attend the summit upon invitation, and representatives of relevant regional organizations in Africa and international organizations will also participate in related activities.

A: China expresses its deep condolences to the passing of former UN Secretary-General Kofi Annan and our sincere sympathy goes to Mr. Annan’s family. Chinese President Xi Jinping has sent messages of condolences to UN Secretary-General António Guterres.

Q: US Secretary of State Mike Pompeo announced the establishment of the Iran Action Group to step up pressure on Iran. What is China’s comment?

 

答：我們注意到有關(guān)報(bào)道。相信你十分清楚，中方一貫主張國(guó)與國(guó)之間應(yīng)當(dāng)通過對(duì)話解決彼此分歧，一貫反對(duì)動(dòng)輒對(duì)其他國(guó)家實(shí)施單邊制裁或威脅實(shí)施單邊制裁。

A: We have noted relevant reports. I believe you are well aware of our position on this. China always maintains that disputes between states shall be addressed through dialogue and we oppose the reckless imposition of unilateral sanctions or threatening to do so.

 

當(dāng)前中東地區(qū)局勢(shì)高度復(fù)雜敏感，我們希望有關(guān)各方從地區(qū)人民的福祉出發(fā)，多做有利于地區(qū)和平穩(wěn)定的事。

The situation in the Middle East is highly complicated and sensitive at the moment. We hope that all relevant parties could bear in mind the interests of all the people living in this region and contribute to regional peace and stability.

 

問：據(jù)報(bào)道，中國(guó)國(guó)家主席習(xí)近平下月將訪問朝鮮，中方能否證實(shí)？中方對(duì)朝鮮半島無(wú)核化進(jìn)程有何期待？

Q: There are reports that President Xi Jinping will visit the DPRK next month. Can you confirm it? What is China’s expectation for the denuclearization process of the Korean Peninsula?

 

答：我先回答你第二個(gè)問題。中國(guó)政府一直在為實(shí)現(xiàn)半島無(wú)核化和本地區(qū)和平穩(wěn)定作出不懈努力，國(guó)際社會(huì)對(duì)此是有目共睹的。

A: I will take your second question first. The Chinese government has been making unremitting efforts for the denuclearization of the Korean Peninsula and peace and stability in the region. The international community will give us credit for that.

 

關(guān)于第一個(gè)問題，中朝是友好鄰國(guó)，中朝兩黨兩國(guó)一直保持著友好的往來(lái)。至于你問到的具體問題，我沒有可以向你提供的消息。

As for your first question, China and the DPRK are friendly neighbors, and the two parties and two states have been in friendly exchanges. I have no information to offer for your specific question.

Q: Reports say that the three-day reunion of separated Korean families kicked off today at the DPRK’s Mount Kumgang. What is your comment?

 

答：我們注意到有關(guān)報(bào)道，對(duì)朝韓雙方離散家屬團(tuán)聚活動(dòng)時(shí)隔2年多再次重啟感到高興。

A: We have noted relevant reports. We are glad to see the resumption of the reunion activities of separated families after a lapse of over two years.

 

朝韓是同一民族，血濃于水。半島北南雙方積極落實(shí)雙方領(lǐng)導(dǎo)人會(huì)晤共識(shí)和《板門店宣言》精神，持續(xù)推進(jìn)和解與合作，有助于雙方鞏固信任、改善關(guān)系，有助于為延續(xù)和鞏固半島緩和勢(shì)頭發(fā)揮積極作用。

The DPRK and the ROK are of the same ethnic group bound by blood. Both sides are actively implementing the consensus reached by their leaders, following the spirit of the Panmunjom Declaration and continuously promoting reconciliation and cooperation. This is conducive to cementing their mutual trust and improving their relations, and will play a positive role in sustaining and consolidating the improving situation on the Korean Peninsula.

 

中方將繼續(xù)全力支持半島雙方改善關(guān)系，也希望國(guó)際社會(huì)所有有關(guān)各方對(duì)此多加油鼓勁，為鞏固對(duì)話勢(shì)頭、推動(dòng)半島無(wú)核化和半島問題政治解決進(jìn)程持續(xù)營(yíng)造良好氛圍。

China will continue to fully support the DPRK and the ROK in improving their relations. We also hope that all relevant parties of the international community could be generous with their encouragement, thus creating favorable atmosphere to sustain the momentum for dialogue, advance the denuclearization of the Korean Peninsula and move forward the political settlement process of the Korean Peninsula issue.

Q: AFP recently reported on the remarks by the Prime Minister of Tonga concerning his country’s debts to China. That report has attracted some attention. What is your comment?

 

答：我們注意到湯加政府8月17日發(fā)表聲明對(duì)法新社相關(guān)報(bào)道作出了澄清，波希瓦首相本人也接受采訪對(duì)其有關(guān)表態(tài)作出澄清。湯加政府和首相本人均積極評(píng)價(jià)中湯關(guān)系，高度贊賞中方近年來(lái)為湯加提供的各類援助，表示太平洋島國(guó)論壇不是討論債務(wù)問題的合適場(chǎng)所，湯中兩國(guó)政府將繼續(xù)通過雙邊渠道和友好協(xié)商妥善解決有關(guān)問題。

A: We have noted that the government of Tonga issued a statement on August 17 to clarify the relevant report, and Prime Minister Pohiva himself also cleared up his remarks in an interview. They all spoke highly of China-Tonga relations, expressed their great appreciation to China’s recent years of assistance in various forms, and made clear that the Pacific Islands Forum is not a proper venue to discuss the debt issue and that Tonga and China will properly resolve the relevant issue through friendly consultations via bilateral channels.

 

我愿強(qiáng)調(diào)，中湯兩國(guó)是相互尊重、共同發(fā)展的戰(zhàn)略伙伴。中方將繼續(xù)在力所能及范圍內(nèi)，為湯加及其他太平洋島國(guó)實(shí)現(xiàn)可持續(xù)發(fā)展提供支持和幫助。

I would like to stress that China and Tonga are strategic partners that respect each other and seek common development. China will continue to do its best to support and assist Tonga and other Pacific Island countries in their pursuit for sustainable development.

A: At the invitation of the US government, Vice Minister of Commerce Wang Shouwen will lead a delegation to the US and have talks with the US delegation led by David Malpass, the US Treasury Department’s Under Secretary for International Affairs, on how to properly resolve trade issues between the two sides on the basis of mutual respect.

 

我們希望雙方能夠在對(duì)等、平等和誠(chéng)信的基礎(chǔ)上，談出一個(gè)符合中美人民利益、符合國(guó)際社會(huì)期待的好結(jié)果。

答：對(duì)于臺(tái)灣當(dāng)局領(lǐng)導(dǎo)人借各種各樣的由頭在國(guó)際上竄訪、從事分裂中國(guó)活動(dòng)，中方已經(jīng)多次向有關(guān)國(guó)家表明了反對(duì)為臺(tái)灣當(dāng)局這樣的活動(dòng)提供便利和場(chǎng)所的嚴(yán)正立場(chǎng)。

A: With regard to the Taiwan’s leader exploiting all kinds of excuses to justify her foreign trips and separatist activities, the Chinese side has made its stern position clear to relevant countries that we oppose offering convenience and avenue for such activities.
