Under the National Health Service in Britain, each person is free
to choose a general practitioner in the area where he lives. Every
general practitioner receives a fixed "capitation" payment from the
Health Service funds of about one pound per year for each patient on
his list. An average doctor has a little over 2,000 people on his list;
the maximum is around 3,500. Out of his earnings he must provide a
waiting room and a consulting room for his patients. In towns, it is
usual for three or four general practitioners to join together in
partnership.
