There are increasingly more advertisements in the TV programs nowadays. Most of them will be placed between many kinds of TV programs and as a result, the programs will be interrupted by the frequent advertisements, letting people feel that it is off and on. The ending songs of some TV series will have some advertisements to break in, too. And even some program preview would be covered, which makes the audiences really disappointed and unsatisfied.
As for this, the State Administration of Radio published a method to manage the radio and television advertising, which requires clearly that from now on, every program can’t have commercial advertisements for more than 12 minutes per hour, and every TV series can’t have more than one and a half minute each time. It also provides that the advertisement of radio and television should be arranged in a reasonable way. That is to say the commercial advertisement should be controlled in the quantity and be placed in a balance. The advertisement of radio and TV should not cut out the integrity of the program. What’s more, there should not be any advertisement besides the natural interval of the program. Every program can’t have commercial advertisements for more than 12 minutes per hour, in which the time for non-profit advertisement should not be less than 3% that of the commercial advertisements.
現(xiàn)在電視節(jié)目中出現(xiàn)的廣告越來越多,這種商業(yè)廣告多數(shù)插在各檔節(jié)目中,所以節(jié)目被頻繁的廣告打斷,給人斷斷續(xù)續(xù)的感覺。一些熱播電視劇集的片尾曲部分也被插入廣告,甚至經(jīng)常連節(jié)目預告也一并覆蓋,導致觀眾十分不滿。
對此國家廣電總局出臺了廣播電視廣告播出管理辦法,辦法明確要求今后播出機構(gòu)每套節(jié)目每小時商業(yè)廣告播出時長不得超過12分鐘,電視劇插播廣告每次時長不得超過1分30秒。辦法規(guī)定,廣播電視廣告播出應(yīng)當合理編排。其中,商業(yè)廣告應(yīng)當控制總量、均衡配置,廣播電視廣告播出不得影響廣播電視節(jié)目的完整性。除在節(jié)目自然段的間歇外,不得隨意插播廣告。播出機構(gòu)每套節(jié)目每小時商業(yè)廣告播出時長不得超過12分鐘;每套節(jié)目每日公益廣告播出時長不得少于商業(yè)廣告時長的3%。
