At least 45 people were killed in the southern Philippine province of Maguindanao on Monday, in what the authorities described as one of the country's worst cases of political violence in recent memory.

The deaths came three days after the start of the 12-day period for the filing of candidacies for national and local polls next May, and has put pressure on Gloria Macapagal Arroyo, Philippine president, to declare emergency rule in the province, which is 930km south of Manila, to prevent more bloodshed.

“This is a gruesome massacre unequalled in recent history,” said Jesus Dureza, Mrs Macapagal's adviser on the southern Philippines. He urged the president to declare a “state of emergency” in the area and bring in the military to disarm the groups involved. “Anything less will not work,” he said.

Political violence is rife in Maguindanao, one of the country's poorest provinces, which is part of the autonomous Muslim region in the southern Philippines, an area where local rulers rely on private armies to enforce their will.

Many of the people killed were relatives and supporters of a town vice-mayor, Esmail Mangudadatu, who was planning the first-ever challenge to the province's long-standing governor in next year's polls. The victims included his wife and sister.

Among those killed were a dozen journalists who were covering what would have been the start of the campaign by the governor, Andal Ampatuan.

In a television interview, Mr Mangudadatu said his wife, accompanied by a party of more than 50 relatives, political supporters and journalists, was on her way to file his certificate of candidacy in the provincial capital when a group of about 100 armed men blocked their way. Hours later, many members of the group were found dead.
