It was the first time Mr Sarkozy was summoned for questioning by judges over their inquiry into allegations that Mr Gaddafi donated €50m in illicit funds to his successful campaign. He could be held for up to 48 hours.
The case has been building since Ziad Takieddine, a middleman in the alleged transaction, claimed he had carried €5m in Libyan cash to Paris in late 2006, when he handed it over to Mr Sarkozy’s then chief of staff, Claude Guéant.
Former Libyan officials in the Gaddafi regime had earlier made similar claims.
The investigation accelerated in January when Alexandre Djouhri, an intermediary close to the former French president and Gaddafi’s Libyan government, was arrested in London on allegations of corruption.
Investigators suspect, among other things, that Mr Djouhri handed over €500,000 in undeclared Libyan cash to Mr Guéant. French authorities have demanded Mr Djouhri’s extradition.
Mr Guéant, who has denied the allegations, has been placed under formal investigation on suspicion of fraud. Mr Sarkozy, interior minister at the time, has denied the “grotesque” allegations.
Mr Sarkozy’s official dealings with Tripoli were friendly at the start of his presidency before turning sour. Shortly after being elected, he negotiated the release of five Bulgarian nurses held in Libya. A few months later, Mr Sarkozy received the Libyan leader in Paris for a five-day official visit when Gaddafi pitched his private Bedouin tent in a garden next to the Elysée Palace.
But in 2011, Mr Sarkozy and then British premier David Cameron led Nato air strikes against Libyan military forces that were threatening to crush protests in Benghazi, triggering a civil war and the killing of Gaddafi.
Mr Sarkozy faces two other investigations. He has been placed under investigation in a corruption inquiry after phone conversations with his lawyer — tapped as part of the distinct Gaddafi funds probe — allegedly indicated an intention to lure a judge into leaking inside information. He is also due to stand trial over allegedly breaching spending limits during his unsuccessful 2012 re-election campaign.
Mr Sarkozy denies all the charges.
