中國(guó)擬將違反對(duì)外投資規(guī)則的企業(yè)列入黑名單

China will blacklist companies that violate overseas investment rules as part of a wider crackdown on “irrational and unauthentic” foreign acquisitions, state-run newspaper China Daily said on Thursday, citing a senior official.

周四，官方報(bào)紙《中國(guó)日?qǐng)?bào)》(China Daily)援引一位高級(jí)官員的話報(bào)道稱，中國(guó)將把違反對(duì)外投資規(guī)則的企業(yè)列入黑名單，這是規(guī)模更大的打擊“非理性和不真實(shí)”海外收購行動(dòng)的一部分。

The blacklist will be shared across government departments to allow regulators to oversee investment activities, China Daily said, citing Zhang Huanteng – a senior official with the National Development and Reform Commmission, the body charged with approving outbound investments.

《中國(guó)日?qǐng)?bào)》援引發(fā)改委(NDRC)高官張煥騰的話報(bào)道稱，黑名單將由多個(gè)政府部門共享，以便監(jiān)管層對(duì)海外投資行為進(jìn)行監(jiān)督。發(fā)改委擁有企業(yè)對(duì)外投資審批權(quán)限。

Blacklisted companies will not be banned from making overseas investments but will receive punishment if they become “discreditable” to regulators, according to Mr Zhang.

張煥騰稱，未來被列入黑名單的企業(yè)將不會(huì)被完全禁止做海外投資業(yè)務(wù)，但如果監(jiān)管層認(rèn)為它們“有損信譽(yù)”，它們將受到懲罰。

China’s State Council last month approved regulations targeting “irrational” overseas investments in the property, entertainment and sports sectors. The move formally endorses a patchwork of restrictions that emerged last November.

上月，中國(guó)國(guó)務(wù)院通過了針對(duì)房地產(chǎn)、娛樂和體育行業(yè)“非理性”海外投資的管理規(guī)定。此舉正式認(rèn)可了去年11月出臺(tái)的一系列零散的限制措施。
