由國家發(fā)改委批復(fù)的該國家級(jí)試點(diǎn)規(guī)劃將幫助該地區(qū)建立一個(gè)良好的商業(yè)和社會(huì)氛圍,以信用記錄為基礎(chǔ)規(guī)范個(gè)人行為。
《社會(huì)信用體系建設(shè)規(guī)劃綱要(2014—2020年)》指出,社會(huì)信用體系(social credit system)是社會(huì)主義市場經(jīng)濟(jì)體制和社會(huì)治理體制的重要組成部分(an important component of the Socialist market economy system and the social governance system)。它以法律、法規(guī)、標(biāo)準(zhǔn)和契約為依據(jù)(founded on laws, regulations, standards and charters),以健全覆蓋社會(huì)成員的信用記錄和信用基礎(chǔ)設(shè)施網(wǎng)絡(luò)為基礎(chǔ)(based on a complete network covering the credit records of members of society and credit infrastructure),以信用信息合規(guī)應(yīng)用和信用服務(wù)體系為支撐(supported by the lawful application of credit information and a credit services system)的誠信意識(shí)和信用水平。
國家社會(huì)信用體系建設(shè)區(qū)域合作示范區(qū)(demonstration zone of social credit system)建立以后,蘇浙滬皖的企業(yè)如果在食品藥品(food and drug)、產(chǎn)品質(zhì)量(product quality)、旅游環(huán)保(tourism and environmental protection)等領(lǐng)域發(fā)生失信行為(dishonest conducts),在整個(gè)長三角區(qū)域都將“寸步難行”。
未來長三角還將探索聯(lián)合建立區(qū)域內(nèi)重點(diǎn)領(lǐng)域失信黑名單制度(blacklisting system for dishonesty in key sectors),以行政監(jiān)管性懲戒(administrative punishment)帶動(dòng)市場性懲戒(market-oriented punishment)、行業(yè)性懲戒(punishment within specific industry)和社會(huì)性懲戒(social punishment),加快形成“四位一體”的失信懲戒聯(lián)防體系。
2014年的政府工作報(bào)告就提出要對失信企業(yè)建立黑名單制度。
