The US has held back poverty aid to the Philippines and declared itself deeply troubled by President Rodrigo Duterte’s latest claim that he personally hunted for suspects to kill in his bloody war on drugs.

The US government Millennium Challenge Corp said it had deferred a planned renewal of a poverty reduction programme in the Philippines “subject to a further review of concerns around rule of law and civil liberties”. The previous $434m five-year package expired in May, the month before Mr Duterte took office and launched an anti-narcotics campaign estimated to have led to more than 5,000 killings by police and vigilantes.

Manila brushed off the announcement on the aid stoppage, as it forecast that the economy would grow at between 6.5 per cent and 7 per cent this year. The government also signed $13.5bn of trade and investment deals with China after Mr Duterte’s landmark visit there in October.

Ernesto Pernia, Philippine economic planning minister, told a briefing that the US poverty programme move was “not going to be anything of significance”, adding that “given the amount of investments that many countries are interested in putting in, I would not lose sleep over that”.
