德國央行:德國退休年齡應(yīng)推遲到69歲

Young Germans will have to work for even longer than feared to pay for their parents’ pensions, according to the Bundesbank. Calculations from the central bank counter government claims that planned increases in the retirement age are sufficient to cover the costs of the country’s ageing population.

德國央行(Bundesbank)表示,為了給父輩的養(yǎng)老金買單,德國年輕人需要工作的年頭恐怕得比他們以前擔(dān)心的還要長(zhǎng)。德國央行的計(jì)算結(jié)果與德國政府的說法相左。德國政府的說法是,既有的推遲退休年齡的計(jì)劃,足以覆蓋德國日益老齡化的人口的開銷。

Older workers in the eurozone’s largest economy can now retire after 45 years in employment or at 65. The government has planned to gradually increase the retirement age to 67 by 2029. But economists at the influential Bundesbank have said that is unlikely to meet the cost of financing pensions for the rising number of retirees.

目前,在德國這個(gè)歐元區(qū)最大的經(jīng)濟(jì)體,上了年紀(jì)的勞動(dòng)者可在工作年頭滿45年后或65歲時(shí)退休。德國政府已計(jì)劃在不晚于2029年時(shí),逐步把退休年齡推遲至67歲。但供職于頗具影響力的德國央行的經(jīng)濟(jì)學(xué)家表示,這么做不大可能湊出足夠的資金,給日益增多的退休者發(fā)養(yǎng)老金。

Instead the retirement age would, after 2029, have to rise by another two years by 2060. That means a 25-year-old entering the German labour force today would have to work four more years than the current crop of retirees — until they are 69.

相反,2029年后退休年齡將不得不再次推遲——在不晚于2060年時(shí)再推遲兩歲。這意味著,眼下加入德國勞動(dòng)力大軍的25歲年輕人,將不得不比當(dāng)前這批退休者多工作四年,到69歲才能退休。

The Bundesbank said in its latest monthly bulletin, published on Monday: “Overall, there is evidence that a longer working life and a higher statutory retirement age should be given more consideration.”

德國央行在周一發(fā)布的最新月度公告中稱:“總體上看,有證據(jù)表明,應(yīng)當(dāng)更多地考慮延長(zhǎng)工作年頭、提高法定退休年齡。”

The central bank added that raising the pension age towards 69 between 2030 and 2060 would help plug the financing gap associated with the higher number of pensioners.

德國央行補(bǔ)充稱,在2030年至2060年間把退休年齡提高至69歲,將有助于填補(bǔ)與退休者增多有關(guān)的資金缺口。

Chancellor Angela Merkel quickly played down the Bundesbank’s claims.

德國總理安格拉•默克爾(Angela Merkel)迅速對(duì)德國央行的說法加以淡化。

Steffen Seibert, Ms Merkel’s spokesman, said on Monday that the government stood by its programme to raise the retirement age to 67 by 2029. “This is sensible given the backdrop of [the country’s] demographic development,” Mr Seibert said. “There are always discussions and sometimes the Bundesbank also takes part in such discussions.”

默克爾的發(fā)言人斯特芬•賽貝特(Steffen Seibert)周一表示,德國政府恪守自己不晚于2029年把退休年齡提高到67歲的計(jì)劃。“鑒于(我國的)人口發(fā)展?fàn)顩r,這么做是明智的。”賽貝特說,“我們一直在進(jìn)行討論,有時(shí)德國央行也參與這樣的討論。”

Germany has one of the fastest-ageing societies in the world and economists have expressed concern over how to cover the costs of a large number of retirees and a shrinking labour market.

德國是世界上老齡化速度最快的社會(huì)之一,經(jīng)濟(jì)學(xué)家對(duì)于德國如何覆蓋退休者增多和勞動(dòng)力市場(chǎng)萎縮造成的成本表示了擔(dān)憂。
