首輪中央巡視瞄準(zhǔn)26家央企

去年第三輪中央巡視剛結(jié)束向各巡視點(diǎn)反饋情況，今年首輪中央巡視即將啟動(dòng)。兩輪巡視有一個(gè)共同點(diǎn)：鎖定央企，重點(diǎn)查找央企的貪腐隱患。

The first round of disciplinary inspection in 2015 will cover 26 centrally-administered State-owned enterprises (SOEs), Wang Qishan, the chief graft-buster, said on Wednesday. They will include the National Nuclear Corporation, National Petroleum Corporation, Huaneng Group, State Grid Corporation and China Mobile.

中央巡視工作領(lǐng)導(dǎo)小組組長王岐山周三表示，今年第一輪巡視工作將針對(duì)中國核工業(yè)集團(tuán)公司、中國石油天然氣集團(tuán)公司、中國華能集團(tuán)公司、國家電網(wǎng)公司、中國移動(dòng)通信集團(tuán)公司等26家央企展開。

按照中央巡視工作領(lǐng)導(dǎo)小組的部署，動(dòng)員部署會(huì)后“即開展集中培訓(xùn)，抓緊做好準(zhǔn)備工作，春節(jié)一過就展開巡視”。也就是說，春節(jié)長假(Chinese New Year holiday)過后，中央巡視組(teams of disciplinary inspectors)就將分別進(jìn)駐26家央企。

巡視工作動(dòng)員部署會(huì)通報(bào)稱，央企主要存在以下問題：違反政治紀(jì)律、政治規(guī)矩，通過利益輸送謀求個(gè)人升遷(seeking promotion via bribery)，選人用人(personnel selection and appointments)問題突出，企業(yè)內(nèi)部存在買官賣官(buying and selling positions)、搞團(tuán)團(tuán)伙伙(forming cliques);利用手中權(quán)力(abusing their power)倒賣資產(chǎn)資源 (embezzlement from dealing in materials and resources)，采購招投標(biāo)(project bidding)違規(guī)謀利，家屬子女靠山吃山(nepotism)、謀取私利。

動(dòng)員部署會(huì)要求，今年首輪巡視重點(diǎn)發(fā)現(xiàn)企業(yè)在作風(fēng)、紀(jì)律(discipline)、腐敗(corruption)、選人用人方面的普遍性問題(common problems);對(duì)照教育實(shí)踐活動(dòng)整改總結(jié)和督導(dǎo)報(bào)告查找問題。同時(shí)，“深入研究企業(yè)的歷史文化和行業(yè)特點(diǎn)，依其主要業(yè)務(wù)、資產(chǎn)資源(materials and resources)，查找靠山吃山、利益輸送問題”。
