  A recent central government guideline on urbanplanning has sparked heated debate among Internetusers over opening up gated residential communitiesto public road system, with an online poll showingthat a majority of participants oppose it.

  最近中央發(fā)布城市規(guī)劃指導(dǎo)意見,要求打開封閉住宅小區(qū)的大門,實(shí)現(xiàn)內(nèi)部道路公共化。這一決定在網(wǎng)上引發(fā)了熱議。一項(xiàng)網(wǎng)絡(luò)調(diào)查顯示,多數(shù)受訪者持反對態(tài)度。

  The Communist Party of China Central Committeeand the State Council, or the cabinet, issued theguideline on February 21 in an effort to treat theproblems associated with the country's urbanization and the growth of city sprawl.

  中共中央國務(wù)院于2月21日發(fā)布該指導(dǎo)意見,來應(yīng)對我國城市化及城市擴(kuò)張帶來的相關(guān)問題。

  The guideline said that the roads in the newly established communities will be open to thepublic, becoming part of the urban road system, and the old communities will graduallyconnect their roads to the public roads. That is to better utilize the urban land and optimizethe urban road network.

  該指導(dǎo)意見提出,新建小區(qū)道路將對外開放,成為城市公共道路系統(tǒng)的一部分,舊小區(qū)道路將逐漸與公共道路相連接。這將會更好地利用城市土地、優(yōu)化城市道路網(wǎng)絡(luò)。

  The news on gated communities triggered an uproar among netizens. Since the CCTV Newspublished the news on Sina Weibo, a twitter-like microblogging site in China, at 8:15 pmSunday, it had been forwarded 15,000 times and generated 3,600 comments by 10 am Mondaymorning.

  這條有關(guān)封閉社區(qū)的新聞在網(wǎng)民中引起一片嘩然。自從周日晚上8:15中央電視臺新聞在新浪微博(中國的一個(gè)類似推特的微博網(wǎng)站)上公布了這條消息之后,截至周一上午10點(diǎn)已經(jīng)被轉(zhuǎn)發(fā)了15000次并生成了3600條評論。

  Many Internet users have expressed concern over the potential risks from opening up thegated communities, including noise and air pollution, traffic congestion and public safety.

  許多網(wǎng)友表示開放封閉住宅小區(qū)會潛在風(fēng)險(xiǎn),比如:噪音和空氣污染,交通堵塞以及公共安全。

  One Internet user said that such highlight in the guideline might violate the country'sproperty law, since the home owners also paid for the roads in the communities when theybought the apartments.

  一位網(wǎng)友表示,該指導(dǎo)意見中的這項(xiàng)重要舉措可能侵犯了國家的物權(quán)法,因?yàn)榉恐髟谫徺I房屋的同時(shí)也同樣為社區(qū)中的道路買單。

  Xu Xin, a law professor from the Beijing Institute of Technology, said that demanding oldcommunities to open roads to the public was "unreasonable and illegal".

  北京理工大學(xué)的法律學(xué)教授徐鑫表示,要求舊社區(qū)向公眾開放道路是不合理和不合法的。

  Home owners have the property right to the roads in old communities, which are protected bythe country's laws, and the government could not demand them to open, Xu said. But newcommunities could be built with roads linking to the public road system, without problems, hesaid.

  徐鑫說,住宅區(qū)的房主對于道路有財(cái)產(chǎn)權(quán),這是被國家法律所保護(hù)的,政府不能夠強(qiáng)制他們開放。但新住宅區(qū)可以被建設(shè)的與公共道路系統(tǒng)相連接,這是沒有問題的。
